BILL To construe and declire more explicitly the meaning of ** An Act to increase the compensation of the heads of the several Executive departments, and the assistant Secretary of War and the Treasury, and of the assistant Attorney General, and the Comptroller of the Treasury, and other officers therein named," approved June 14, 1864. 1 Section 1. The Congress of the Cov federate States of America £ do enact, That it is the true intent and meaning of the above ro- S cited act, that the salaries of all the heads of bureaus in the va- 4 rious civil Departments in the city of Riclmond, shall be in- 5 creased thirty-three and one-third per cent, for one year, from S tue passage of said act. To regulate, for a limited period, the compensation of the ofiicers, clerks and cnjplo^^ees of liie civil Uepanmcnts oi liic uovcrntnent, in the city of Richmond. 1 Section 1. The Congress rf the Confederate States of America 2 do ^nact, That, for the period of twelve months irom and after the 3 passage of this act, the salaries to be paid in lieu of all other 4 compensation to the officers, clerks and employees of the civil 5 departments of the Government, hereinafter mentioned, in the 6 city of Richmond, shall be as follows : 7 I. Heads of the several executive departments, nine thou- 8 sand dollars per annum. , 9 II. Assistant Secretary of War, eight th|tusand dollars per 10 annum ; Assistant Secretary of the Treasury and Assistant At- 11 torney General, each, six thousand dollars per annum. 12 III. Treasurer, Register of the Treasury, Comptroller and 13 Auditors, the Commissioner of Taxes, Commissioner of Patents, 14 Commissioner of Indian Affairs, each, six thousand dollars per 15 annum. 16 IV. The Superintendent of Printing, and the chief clerk of 17 each of the Executive Departments, five thousand dollars per 18 annum ; all other clerks in said Departments, and in the offices 3 19 of the Commissioner of Taxes, Commissioner of Patents and 20 Commissioner of Indian Affairs, each four thousand five hundred 21 dollars per annum: Provided, That no clerk, whose compensa- 22 tion, according to laws in force prior to the Ist day of January, 23 1664, was less than fifteen hundred dollars per annum, shall b« 24 paid more than four thousand dollars per annum. Messengers 25 in the several Executive Departments and in the President's 26 office, each, fifteen hundred dollars per annum. 27 V. Private Secretary of the President, four thousand five hun- 2S dred dollars per annum. Private Secretary of the Vice-Pres- 29 ident, two thousand dollars per annum. 30 VI. Secretary of the Senate and Clerk of the House of Rep- 31 resentatives, each, five thousand dollars per annum. Assistant 32 Secretary of the Senate, Sergeant-at-Arms of the Senate and 33 of the Ilouse of Representatives, and all other clerks of the 34 Senate and of the House of Representatives, each, four thousand 35 five hundred dollars per annum. Doorkeeper of the Senate and of 36 the House of Representatives, each, four thousand dollars per 37 annum ; Aseistant Doorkeeper of the Senate and of the House 38 of Representatives, each, three thousand five hundred dollars per 39 annum.
