 A RESOLUTIOIS. 
 
 1 Resolved, That in the Of inion of this House, the people of 
 
 2 the United States know full woil that the people of the Con- 
 
 3 federate States are, and have always l)een, willing to make 
 
 4 peace with them on fair and honorable terms, based upoD the 
 
 5 independence of the Confederate States— the only basis on 
 
 6 which the latter will ever consent to a peace— and that it i& 
 
 7 therefore, now useless for the Is tier to make farther direct. 
 
 8 overtures of peace to the former.
