When the subscription toja newspaper or periodical does not cotnmence with the beginning of the fiscal quarter of the Department, payment of postage in advance shall only be required for the fraction of Bucb quarter. ■ ' SPECIAL NOTICE TO ROUTE AGENTS. Route Agents ore diroctid to u4| all proper diligence in preventing newspaj>er dealers and news boys from conveying and selling newspapers or periodicals aloug the mail route's, unless the postage has been prepaid at the post office nearest the piace of publication or purchase thereof, which prepayment shall be indicated by the stamp of such post office, or by writing, upon each paper so sent; and to report to thit. Department all cases of the kind that come to their knowledge. To detect any violations of this law they should, at proper times, close their mail cars, and jwss through the trains. The conveyance of letters, or other mailable matter, by e.xpress or other companies, their agents or employees, is forbidden by taw, and Route Agents are directed to report to this Department every case of violation of the law coming under their observation.
