 The practice which has prevailed to some extent among officers 
 of the Militia and Guard for Home Defence of granting temporary 
 furloughs to deserters, who have been apprehended or who have 
 voluntarily surrendered themselves, must he discontinued. They 
 are strictly forbidden to grant furloughs to any persons not mem- 
 bers of their commands.
