 The following Regulations will •be abServi! by Produce 
 Loan Agents : . f 
 
 1. The General Agent of the Produce Loan in each State 
 shall receive from the Post Quartermasjjfg^- apu^nted to 
 collect the Tax in kind, under Section % 13f of the act of 
 April 24, 1863, all the Cotton collected byVtfcem from time 
 to time, receipting for, the same in ^dufclicate^ one of which 
 receipts shall be transmitted to the Secrd^ry of 'the Trea- 
 sury. ^ Y " • 
 
 2. The Cotton collected as above/ shall be marked, weigh- 
 ed, classified and stored r subject to thej)r(ler of the General 
 Agents,^ in the Quartermaster's Dep<Jjj, if»it oan be kept 
 there safely and conveniently ; otherwise* ft shall •& stored 
 in some warehouse or cSvefed building, in a-1>afe locality, 
 in a town, village, or at a^r^ilrp^d ^iSKol^ o^upon some

 3. The General Agefcts^ §hg/l make tv^fithly reports at 
 the end of each month, to the Produce I^xtn^Qffice? setting 
 forth the number of bale^ oft Cotton cq.J^o*W. Muring said 
 month, together with theirl wj&ights, marks, Ambers and 
 quality, and the places whe&e they are stored. ." *• 
 
 4. The General Agents sli;f 1 1 thake such regulations as 
 may be necessary and proper to owy out the foregoing, 
 subject to the approval of the Secretary, of the Treasury. 
 
 5. The General Agents, in addition«to their present com- 
 pensation, shall be allowed — per cent, on the value of the
