[By Mr. Bell.] -A^Isr A.CT To provide for the temporary organization of forces for the Provisional Army of the Confederate States in the States and parts of States invaded and occupied by the forces of the enemy. 1 Section 1*. The Cofigrcss of tlw Confederate States of 2 America do enact, That in the States or parts of States 3 within the Confederate States which are now, or may 4 hereafter be, invaded and occupied by the forces of the 6 enemy to such an extent as to render impracticable the execution of the laws for raising provisional forces for 7 the Confederate army, it shall be legal for any portion of 8 the male white inhabitants thereof voluntarily to rise in 9 arms, organize themselves into companies, battalions or 10 regiments by choosing tlieir own officers and proceed to 11 iittack any of the forces ot* the enemy roiiiid uj)oii llie 12 soil of tlieir own State : and shall, from the tmie of 18 assuming hostilities, be entitled^to and receis^e protection, 14 in case of capture by the enemy, in like manner, and in 15 all respects as officers or soldiers regularly mustered into 16 the service of the Confederate States. 1 Sec. 2.
