Enrolling officers throughout the Stale are enjoined ami rcqairetl to gire all their energies at once to the execution of the prorisions of Genera) Orders No- 76, from the Adjutant and Inspector Generals Office hereto appended. Each county enrolling officer is hereby instructed that he must immediately collect all the persons liable to military service under tl^ order, and that he must deliver all such persons at Camp Lee, Richmond, within ten days after the receipt of this circular, if his county lies hast of the Blue Ridge, and within fifteen day if West of the Blue Ridge. By virtue of authority derived from the Secretary of War, each and every enrolling officer failing to comply with the requirements of this circular fully and within the prescribed time, will be immediately drop- ped from the rolls and assigned to the ranks of the army, lor either active or light duty field service, as may be mo&t appropriate in each rase, in tlie judg- ment of a Medical Examining Board. It is deemed but just to give the. empbalir warning that while the services of all who successfully perform the important duties herein enjoined, will be recognized and by every possible means rewarded, no delay will be tolerated and no failure will be excused, but the declared penally will be inexorably and swiftly enforced against every delinquent. II. As Soon as the 'men of any county, liable to military service under the an- nexed order, shall have been forwarded or collected, the enrolling officer of such county, together with all persons employed by him as conscript guards, clerks or otherwise, will repair to Camp Lee. and report in person to Major T- G. Enrolling officers will at the same tun render full reports and dUcriptive lists of all persons employed under them on enrolling duty, carefully specifying such of them as shall have been efficient, and such asshall have been delinquent in executing the requirements of this circular. III. Persons liable to military service under the annexed order, who roluota rily and promptly report at Camp Lee wifhin the time above specified, will be allowed, as far as practicable under existing regulations, to choose the companies to which they will be assigned. Such as require to be brought under compul- sion, if any, will be assigned without regard to their own choice. 1\ . Enrolling officers are instructed that the annexed order revokes all detail heretofore granted, either by the War Department or the Bureau of Conscrip- tion, to men between the ages of is and A~> years, whether on the ground of public or private necessity; that is to say, details granted to farmers, millers, mechanics and all other persons whomsoever, excepting only those individuals who are " detailed uad. actually employed in manufacturing, providing, collecting and forwarding munitions and oilier indispensably supplies (such as ordnance, ammunition, tithes, &c.,) for the army and navy, or in work indispensable to (pending) military operations." All men between ]>■* and 45 years of age, now applying for details, are also required to be immediately forwarded to the Camp of Instruction. V . It will be observed that persons regularly exempted from military service by law, such :is agriculturists working fifteen able-bodied hands, State officers, protected by proper certificates of exemption, &c, arc not interfered with by the annexed order. VI. All light -duty men not regularly assigned to duty by the orders ,of the Commandant oi' Conscripts, will he promptly forwarded to the Gamp of Instruc- tion, under the penalty of being assigned to field duty with the active forces. VII. Persons called out by these- orders who claim exemption on account of physical disability, will be examined by a Medical Board at* the Camp of Instruc- tion, and not by the District Medical Hoards. VIII. County Commandants and other officers of the Local Forces are ordered forthwith to furnish the .enrolling officers of their respective counties with the names of all detailed men belonging to their several commands, and they will actively assist the enrolling officers in collecting such men and forwarding them to the Camp of Instruction at Richmond. It is not the design of the annexed order to discontinue the Local Forces, they will be continued or rc-organi/.ed as circumstances may dictate after the withdrawal of the detailed men now required for regular service, but none ex- cept men exempt from all military duty and those detailed from the reserve class, viz : detailed men between 17 and 18 and between 45 and 50 years of age, will be now retained or hereafter enrolled in the Local Forces : All the detailed men will be immediately withdrawn from the Local Forces even from such com- panies and battalions of the Local Forces as may be embodied and actually ser-v- i ng in the held. • IX. All detail* heretofore granted under authority of the War Drpartmcnl, to persons between the ages of 18 and 45 years, are revoked, and all such detailed mfii, together with those within the said age* who hold furloughs or temporary exemptions by reason of pending applications for detail, will be promptly assem- bled at the ramps of instruction and appropriately assigned among the armies for service ; except that men detailed and now actually employed in manufacturing, providing, collecting and forwarding munitions and other indispensable supplies or the army and navy, or in work indispensable to military operations, will be continued in their present employments until their details shall be, revised. II. The heads of departments and chiefs of bureaux wijl within the next JO dn\s forward to the General* of reserves lists of all detailed 'men in their cm- ployment in the several Stales, specially distinguishing and certifying those who are experts and those absolutely indispensable for the performance of the above mentioned government work and business ; and all detailed employees, not so certified, within the prescribed period will, upon the expiration thereof-, be forth- with assigned to the army. III. All other persons called out by this order, who claim exemption on ac- count of physical disability, will be examined by select Medical Boards afte,. their arrival at the camps of instruction. IV. All men found for light duty, who are unassigned, will at once report lo the camps of instruction under the penally of being forthwith assigned to the active forces. District officers will continue without abatement to discharge the duties re- quired of them under former instructions, until relieved by orders transmitted through this Office. District officers will report without delay the Post Office address of each Coun- ty Officer in his Congressional District, also the name and Post Office address of the Senior Surgeon of the Medical Examining Board.
