The Secretary of War shall, without delay, cause to 2 be detailed for each military district or department one or more 3 officers, who shall have the power and be charged with the duty 4 to ascertain and settle all claims growing out of past seizures or 5 impressments of private property for the use of the army or 6 other military purpose upon the principles and according to the 7 rules herein provided. 1 Sec 8. This act shall not be construed to authorize the im- 2 pressment of property owned in whole or in part by any State. AMENDMENT TO THE IMPRESSMENT BILL. 1 If any personal property needful for the subsistence or cloth- 2 ing of the army shall be, before the first day of July next, pur- 3 chased by any person, unless the same be in good faith purchased 4 and held for the necessary use of such purchaser or his or her 5 family, the price to be paid for the same by the government upon 2 6 an impressment thereof in the hands of such purchaser shall be, 7 at the option of the impressing officer, either the price paid by 8 such purchaser, including the necessary cost of transportation 9 from the place of purchase to the place of impressment, or a 10 price to be ascertained by apprtusment according to the other 11 provisions of this act.
