The operations of General Order, No. 65, respecting Conscript Teamsters, is not intended to affect the transportation of the several "Supply Associations," or to interfere with the objects of the State Legislature, which has so generously placed in the hands of the Chief Justices of the various counties means to procure necessaries for soldiers' families. II. Teamsters employed by the heads of these Associations, and by the Chief Justices, who have certificates showing that they are so employed', will be allowed to pass to and from the Rio Grande, without detention or molesta- tion. III. Conscripts will be detailed upon application by the Supply Asso- ciations and the Chief Justices, when such application is accompanied with evidence that their services are absolutely necessary to enable them to trans- port Cotton to the Rio Grande.
