Wiikrkas, Abraham Lincoln, the President ol the Doited States, has by Proclamation announced the intention of invading this Confederacy with an armed force, for the purpose of capturing its fort- resses, and thereby subverting its Independence, ami subjecting the free people thereof to the do- minion of a foreign power, And, whereas, it has thus become the duty of this ' rnment to repel the threatened invasion, and to I the rights and libert'us of the people, by all the means which the laws of Nations, and the usages of civilized warfare, place at its disposal, Now, therefore, I, JEFFERSON DA VIS, President of the Con led. rite States ol Aim ilea, do issue this my Proclamation, inviting all those who maj desire, by in pi irate armed veeei I< on the high seas, to aid tins (iuvei iiiiient, in resisting so wanton and wieked an aggression, to make applicaliou for Cora- missions or letters of Marque and Reprisal to be is- sued under the Seal of these Confederate States.
