The object of the accompanying Summary is to furnish, in respect of the several counties of England and Wales, information analogous to that contained in the Borough Summary of the Electoral Returns presented to both Houses of Parliament on the ninth day of March last. The particulars supplied under the head of each County and Parhamentary Division of a County are the following : — 1 . The number of Members returned ; 2. The amount of Election Expenses at the last General Election ; 3. The Population (exclusive of represented Boroughs) in 1831 and 1861 ; 4. The number of Inhabited Houses in 1861 ; 5. The number of Electors in 1835-6 and 1864-5, distinguished under their different qualifications ; 6. The number of Electors whose qualifying Property is within a Parlia- mentary Borough ; 7. The number of Male Occupiers, who are also Owners, at a Gross Estimated Rental and Rateable Value of certain stated amounts ; 8. The aggregate Gross Estimated Rental and Rateable Value of the Property within each County or Division in the years 1856 and 1865 ; 9- The number of Male Occupiers, exclusive of those who are also Owners, at a Gross Estimated Rental and Rateable Value of certain stated amounts ; 10. The number of Parliamentary Boroughs with the Population in 1861, the actual number of Electors on the Register for 1865-6, after deducting double entries, and the number of Members returned for each Borough ; 11. The number of unrepresented Towns, and the Population of each ; 12. And the names of the Polling Places in each County or Division. It will thus be seen that the Summary contains information in addition to that comprised in the Electoral Returns already referred to : The amount of Election Expenses is taken firom the Abstract of the Returns No. 16U of the present session, moved for by Mr. Moffatt. The number of Inhabited Houses is that stated in the Census of 1861. The number of Electors for 1835-6, distributed under their several quali- fications, has been extracted from the Return No. 329- (1838), being the first return after the passing of the Reform Act in which that particular information is given. The corresponding particulars for 1864-5 are taken from the Return No. 448. (1865). a 2 IV The Return No. 329. (1838) does not contain any columns for "Joint Qualifications " and '^ Other Qualifications," but it is obvious that although these distinctions are made in the Return No. 448. (1865), they do not furnish any information as to the nature of the various qualifications included under them. In some instances the numbei* of Electors qualified as Leaseholders for lives, Owners of Rentcharges and Redeemed Land Tax, and Annuitants, are separately entered in' the Return No. 329- (1838), but in order to make the two Returns correspond as nearly as practicable all the Electors entered under these heads have been included as Freeholders. The Return No. 448. (1865) has no column for Leaseholders, who, it would appear, have been returned under the heading of " Joint Qualifications " or that of " other Qualifications." The number of Electors whose qualifying property is in a Parliamentary Borough is taken from the Return No. 335. of the present Session, but in a note to that Return it is stated that " several Boroughs comprise parts only " of Parishes, and it is believed that no division is made in the Register (from " which the numbers were' extracted by the Sheriifj between that part of a " Parish within the Borough and that beyond its limits." The number of such Male Occupiers at Gross Estimated Rentals under £50, distinguishing those who are Owners from those who are not, has been extracted from the same Return in its corrected form. The lists of Unrepresented Towns are taken from the Return No. 162. (1866), and they embrace those unrepresented Places with a population of 5,000 and upwards which are treated as towns by the Registrar General in the Census Report for 1861. It should be observed that those Parliamentary Boroughs and Unrepre- sented Towns which are in more than one County are entered as within that County in Avhich the greater part of the Borough or Town is situate. The names of the polling places are those given in the Return No. 2. (1857), but the Gazette has been searched to ascertain whether any additional polling places have been appointed since the period at which that return was made, and the names of such additional polling places have been added. At the end of the Summary will be found corrections of certain errata in the Electoral Returns presented on the 9th of March last. Also a List of the principal Parliamentary Returns and Papers relating to the Electoral Franchise issued during the Session 1866. It remains to be stated, that the completion of the present Summary has been delayed for the purpose of including in it information which has only been recently obtained.
