To all the Exalted and Enlightened under the canopy of heaven, wheresoever asscm= bled or dispersed, the ^rand ^oml ^irJi ^ha^hr in and for the Commonivcalth of Massachusetts sendeth greeting : ^e it fettdWtt, that, in pursuance of the powers vested in us by the Constitution of the General Grand Royal Arch Chapter of the United States of America, and for sundry good and sufficient reasons and causes us there- unto moving, being first fully informed of the good moral character, and reposing special trust and confidence in the masonic abilities, of the following Companions of this degree, all resident in or near the town of Boston, in the County of Suffolk, in the Commonwealth afore- said, have constituted, and by these presents do consti- tute, Paul Dean, Daniel' Baxter, Cheever Felch, Michael Roulstone, John Howe, Amos Clarke, Ethan Cobb, CHAETEE. Samuel Smith, Elisha V. Glover, Nathaniel Hammond, Daniel Baxter, Jr., John Webber, Francis Wyman, Hosea Ballou, Snelling Lowell, Aaron Bean, Benjamin Stevens, and Thomas Hooper, together with all and every their regular associates, companions, and successors, into a Chapter of Royal Arch Masons, by the name and style of to take rank, date, and precedence from the tenth day of December, in the year of our Lord one thousand eight hundred and eighteen. And we do hereby author- ize and empower them, the said Paul Dean, Daniel Bax- ter, Cheever Felch, Michael Roulstone, &c., &c., or any nine of them, from time to time, and at all times here- after, to open and hold a Chapter of Royal Arch Masons in the said town of Boston, and to exalt at their discre- tion any Master Masons to the degree of Royal Arch Masons ; and, for that purpose, to open and hold Lodges of Mark Masters, Past Masters, and Most Excellent Masters, agreeably to the ancient usages and customs of Royal Arch Masons ; and also to make and establish any good and wholesome By-Laws and Regulations for the government of said Chapter and Lodges, so always as such By-Laws and Regulations are not contrary to the ' constitution of the said General Grand Royal Arch Chapter, or of this Grand Royal Arch Chapter, and the CHARTER. same at pleasure to alter or repeal ; and, further, to order and establish dues and penalties and fees for the admis- sion of candidates and members as to them, or a major part of them, and their associates, shall seem meet and proper. ^urt we do hereby appoint our Excellent Companion Paul Dean, first High Pricsl, Excellent Companion I),iii- iel Baxter, first VLin-j;, and Excellent Companion Chee- ver Felch, first Scribe, of said C'hapter. ^U(l we do hereby enjoin upon the Companions of the said Chapter, that they, or any number of them, do not at any time hold any private meetings or assemblies for masonic purposes, except in the presence of a Com- panion appointed In' the Grand High Priest, Deputy Grand High Priest, Cii.ind King, or Grand Si libe, or in the presence of either the High Priest, King, or Scribe, of the said Chapter for the time being, or a Companion appointed by said Officers, or either of them. ARTICLE I. THE CHAPTER. OF WHOM COMPOSED. Section 1. — St. Paul's Royal Arcli Chapter shall be coin posed of Royal Arch Masons. RI'.GULAR AND SPECIAL CONVOCATIONS. Sect. 2. — Recjular Convocations shall be held on the third Tuesday of each month, at such hour as the High Priest shall direct ; provided, hoiuever, that, during the summer months, the Convocations maybe suspended by a vote of tlie Chapter. And the High Priest may call special Convocations whenever he shall deem it expedient. Ajstnual convocations. Sect. 3. — The Annual Convocation, for the choice of officers, shall be the regular convocation in December. BY-LAWS. ARTICLE II. OFFICERS. ELECTIVE OPFICEES. Section 1. — At the Annual Convocation, there sliall be elected, by a majority of the members pres- ent, by written or printed ballots, a High Priest, King, and Scribe, comprising the Council ; Captain of the Host, Principal Sojourner, Royal Arch Cap- tain, Treasurer, and Secretary ; one member of the Board of Trustees to serve for tlie term of three years ; and a Committee on Charity, consisting of three Companions. They shall perform the duties of their offices respectively until others are elected and installed in their places. Any vacancy by death, resignation, or otherwise, shall be filled in like man- ner, and at such time, as the Chapter may decide ; due notice thereof being inserted in the notifications of the Convocation at which the election is to take place. APPOINTED OFFICERS. Sect. 2. — The High Priest Elect of each year shall at the time of his installation, with the advice and consent of the Council, appoint all the other Officers of the Chapter ; viz., three Masters of the Vails, Cliaplain, two Stewards, Organist, Master of the Wardrobe, Tyler, and such others as he may judge expedient for the welfare and order of the BY-LAWS. Cliapter ; wlio may be removed and tlie vacancies filled at the pleasure of the Council. ARTICLE in. DUTIES AND PREROGATIVES 1)1' OFFICERS. AUDITING COIMMIITKK. Section 1. — The Council for the time being shall constitute the Auditing Committee. They shall ex- amine and decide the payment of all bills and de- mands against the Chapter; examim' into the state of the invested fund in the hands of the Hoard lA' Trustees, and audit their accounts ; and audit the ac- counts of the Treasurer, Secretary, and Cnmniittee on Charity. Tliey shall report in writiiii; upon all the concerns of the ('hapter, at the Annual (^)n- vocation. HOARD or iRUSTiors. Sect, i. — The Board of Trustees of St. Paul's Royal Arch Chapter, established in iSli-l, by the election of one for one year, one for two years, and one for three years, and thereafter, at tlie succeedini:' Annual Convocations, one for three years, consistiuL; of three Companions, shall continue to have the su- pervision and charge of all the invested funds of the Chapter ; and all investments shall be made in their joint names as Trustees of the Chapter. They shall pay all interest, dividends, [irufits, and income, de- rived from said invested funds, to the Treasurer, and take a receipt therefor ; and, whenever the funds in 10 BY-LAWS. tlie hands of tlie Treasurer shall exceed Five Hun- dred Dollars, they shall receive the said excess, re- ceipt to him therefor, and permanently invest the same for the benefit of the Chapter. They shall in- vest and deposit the funds of the Chapter only in safe and profitable money-stocks and bonds, in sav- ings-banks duly established by law, or in first mort- gages on good real estate of not less than double the value thereof. Their accounts and evidences of in- vestments shall be examined and audited by the Auditing Committee. TREASURER. Sect. 3. — It shall be the duty of the Treasurer to receive all moneys from the Secretary, and all inter- est, dividends, profits, and income from the Board of Trustees, giving receipts therefor ; and, whenever the funds in his hands shall exceed Five Hundred Dol- lars, he shall pay the said excess to the Board of Trustees. He shall pay all bills which have been approved by the Council, and all appropriations made by the Chapter. At the close of each year, and previous to the Annual Convocation of the Chapter, he shall render to the Council a just and fair account of all moneys received and paid by him during the past year ; and deliver to his successor in office, or the Board of Trustees, all moneys remaining in his hands, and all other property belonging to this Chap- ter intrusted to his care ; and he shall be exempt from quarterages. BY-LA^WS. 11 8ECKETAKY. Sect. 4. — It shall be the duty of the Secretary to keep a just and fair record of the proceedings of the Chapter ; to receive all moneys for membership-fee, quarterages, and from candidates, and pay the same to the Treasurer, taking a receipt therefor. At the close of each year, and previous to the Annual Con- vocation of the Chapter, he shall render to the Coun- cil an exact report of the money so received and paid ; he shall issue notifications for all Convocations of the Chapter, and shall place upon each the names of all candidates for degrees and membership ; he shall fur- nish each member of all committees with a copy of the vote by which such committee is appointed ; he shall also report to the Chapter the naniL-s of all de- linquent members, agreeable to the Fourth Section of Article Four ; and, in case a candidate for degrees is rejected, he shall send the name of the rejected appli- cant to the Grand Chapter. All members whose residences are known (except such as do not wish to be notified) shall have notice of the several Convo- cations sent to them by mail, or otherwise. He shall receive as a compensation for his services such sum as the Chapter shall from time to time decide, and shall be exempt from quarterages. COMMITTEE ON CHARITY. Sect. 5. — It shall be the duty of the Committee on Charity to represent this Chapter in the Masonic 12 B,Y-LAWS. Board of Relief ; also to consider and act upon all applications made to this Chapter for charity. The Chapter shall appropriate from time to time such suras of money as may be deemed necessary for the benefit of distressed Royal Arch Masons, their widows and orphans ; and said Committee shall have the control and dispensing of such sums appropriated. Their accounts shall be examined and audited by the Auditing Committee, and the result of their doings incorporated in the Annual Report. MASTER OF THE WARDROBE. Sect. 6. — The Master of the Wardrobe shall have intrusted to his care all the regalia and other prop- erty appertaining to the work ; he shall keep the same clean, and in order, and at the time of convoca- tion shall be present and distribute the same to the respective officers ; at the close of the convocations, he shall collect and take proper care of the same, and keep all the regalia, and other property intrusted to his care, in good repair ; he shall take an inventory of all articles in his charge previous to the Annual Convocation, and present the same to the Council. He shall receive such compensation for his services as the Chapter shall from time to time decide. DUTY OP TTLBK. Sect. 7. — The Tyler shall attend all convocations of the Chapter, and have the hall in proper .order ; he shall be always subject to the direction of the BY-LAWS. 13 Council, and, as a compensation f'oi' his services, sliail receive sucii sum as the Ciiapter siiall from time 1 to time decide. ARTICLE IV. : MEMBERSHIP. I CANDIDATES FOU MEMBERSHIP. Section 1. — Every applicant for membersiiip sliall be proposed by a member of this C liaptei', at a regular or special Convocation, ami may be balloted for at the next Convocation, provided iiis name shall have been placed on the notitications for said Convo- cation. KEKS FOR MEMnERSHlP. Sect. 2. — No Companion shall be admitted to membership, except by the unanimous ballot of the members present ; and, before any Companion shall be entitled to the privileges, lie shall ])ay to the Secieiary Thirty Dollars, and sign the By-Laws: ///■"/•/•/r./, however, that, the Companion having received the degrees in this Chapter, the fee for membership shall be only Five Dollars. ASSESSMENTS. Sect. 3. — Every member of this Chapter, except such as are exempted by the By-Laws, by a vote of the Chapter, or have been admitted honorary mem- bers, shall pay an annual assessment of One Dollar : provided, hotvever, that any member who has paid 14 BY-LAWS. such assessments for twenty-five years, or for ten years in advance, sliall thereafter be exempt from all sucli assessments. Tlie Chaplain, Master of tjie Wardrobe, and Tyler, may be exempted from such assessments, by a vote of the Chapter. DELINQUENTS. Sect. 4. — Every member shall settle his account with the Secretary, at or before tlie regular convo- cation, in December of each year. Any member neg- lecting so to do shall be notified of his delinquency by the Secretary ; and if he shall continue such neglect for the space of one year after being thus notified, his name being reported to the Chapter as a delin- quent, his membership may be declared forfeited. HONORARY MEMBERSHIP. Sect. 5. — No Companion shall be admitted an honorary member except by a unanimous ballot, nor unless his name shall have been inserted on the noti- fications for the Convocation at which the ballot is to be taken ; and any Companion of this Chapter, who shall become an honorary member, shall enjoy all the privileges of his former membership. ARTICLE V. CANDIDATES. CANDIDATES FOR THE DEGREES. Section 1. — Every candidate for the degrees shall be proposed by a member of the Chapter, and BY-LAWS. 15 shall stand proposed at least fourteen days ; and his name shall be inserted on the notification for the convocation at which the ballot is taken ; and shall sign the following ap])lication, and deposit the same, and the sum of Fifty Dollars, with the Secretiuy, at the time, or within one week after, the Convocation at which the proposition is made ; and no proposition shall be referred to a committee for investi£;ation un- til such de])osit has been made, — To the Mast Excellmd High Priest, Kliii/, Scribe, and Companions of Si. CANDIDATES, IP REJECTED. Sect. 2. — Upon taking tlie ballot, should the can- didate be rejected, the deposit shall be returned by the Treasurer ; but if accepted, and he neglect to attend for the degrees one year, without rendering a satisfactory excuse, the deposit shall be forfeited to the Chapter. BALLOT FOR DEGREES MUST BE UNANIMOUS. Sect. 3. — No candidate shall receive the degrees in this Cliapter, except by a unanimous vote of the members present wiien the ballot is taken. In case of rejection, he may have the benefit of a second, or even a third ballot, but no more ; and all such ballots shall be at the same Convocation. FEES FOR PART OF THE DEGREES. Sect. 4. — A brother having received a part of the Chapter Degrees in some other Chapter, and being desirous of receiving the remainder in this, may receive them by a unanimous vote, and paying as follows, viz., for tlie Mark degree. Fifteen Dollars ; for the Most Excellent, Fifteen Dollars ; and for the Royal Arch degree. Twenty Dollars. Sect. 5. — Any member of this Chapter who shall disclose to other than a Royal Arch Mason any acts of the Chapter, as regards the appointments of committees upon applications for the degrees or mem- bership, or the reports of such committees, or any BY-LAAVS. matters pertaining to tlie rejection of such a])plicants, shall, upon complaint of the same being made, and after investigation by a committee, if found guilty of the offence, be dishonorably discharged from mem- bership in the Ciiapter. Any visiting Companion found guilty of like offence shall be forever debarred from visiting this Chapter. This By-I^aw shall be rend at the conclusion of all ballotings for degi'ees or membei'shi[) in the Chaji- ter. CANDIDATKS ENTITLED T(i DIPLOMA. Sect. KU.NERAL OF A COMPANION. Sect. 2. — (.)n the decease of a Companion of this Chapter, the High Priest shall cause such mark of respect to be paid to his memory as he shall judge expedient, or as shall be ordered by the Chapter. 18 BY-LAWS. PAST HIGH priest's JEWEL. Sect. 3. — Each High Priest, on retiring from office, shall receive from the Chapter a Past High Priest's Jewel, to cost not exceeding one hundred dollars in gold, and no other testimonial at the ex- pense of the Chapter. BILLS, CLAIMS, AND DEMANDS. Sect. 4. — All hills, claims, and demands against St. Paul's Royal Arch Chapter shall be presented in ojjen Chapter, and referred to the Auditing Commit- tee. APPLICATIONS FOK CHAIilTY. Sect. 5. — Every application for charity shall be I'eferred to the Committee on Charity. BY-LAWS, HOW ALTERED. Sect. 6. — These By-Laws shall not be altered, amended, or repealed, unless a proposition therefor has been made in writing, and read in open Chapter, specifying the section to be altered ; nor until such proposition has been considered by a committee ap- pointed for that purpose, and the fact inserted on the notification for tlie Convocation at which the subject is to be acted upon ; nor even then unless two-thirds of the members present siiall vote in the affirmative.
