Then follows the text of the Imperial Act in which the Constitution is embodied. The rest, and the bulk, of the work is devoted to systematic commentaries on the various sections of the Imperial Act, and on every important pro- vision and significant expression in it. To each section is appended a Historical Note in which its verbal and legal history is traced, with copious references to the Debates of the various Conventions, and also with a summary of the arguments relating to its structure. The text of correspond- ing clauses in other federal Constitutions is also given. The Commentaries include illustrative citations from about 1000 English, American, and Colonial cases, and from the works of leading constitutional authorities The supreme sovereignty of the British Parliament, the quasi-sovereignty of the Commonwealth, the relations of the Commonwealth to the Empire, the powers of the Federal Parliament, the functions of the Federal Executive and the Federal Judiciary, the Inter-State Commission, and the reserved rights and powers of the States, are dealt with in detail. Special prominence is given to the discussion of the leading federal and national principles of the Constitution, and to the important clauses dealing with trade and com- merce, the control of rivers, and the regulation of railway rates.
