Sik: I have the honor to transmit herewith a bulletin prepared by Mr. Charles S. Sloane, geographer of the Census, presenting the more important results of the enumeration of inhabitants made by 14 states of the Union in 1004-5, and estimates of population for those states and territories in which no enumeration, other than that of the Fcderul census, is made. In accordance with a provisifjn in the constitution of each, Florida, Iowa, Kansas, Massachusetts, Minnesota, New Jersey, New York, North Dakota, Oregon, Rhode Island, .South Dakota, Wisconsin, and Wyoming take a census in the "5" year of each decade, and one, Michigan, in the "4" year. In most cases these enumerations are made for the purposes of le^'islative apportionment. Few of the states attempt to secure information for statisticai deductions and heretofore no ell'ort has been made to combine and analyze the returns of all the states making such enumeration, although the aggregate obviously represents a large percentage of the total population of the United States. Tfie returns for the 14 states taking a census in the interconsal period can not, however, be regarded as entirely salLsfactory from a Census standpoint. Methods of enumeration, tabulation, and publication employed by each differ greatly, and the lack of uniformity becomes especially marked when an attempt is made to combine the returns. In 1904 a Census ()ullctin, entitled "Estiiriates of Population," was issued, presenting the computed popu- lation for the various states of the Union and the larger cities. This bulletin was intended principally to furnish population figures upon which to base Census morijality rates and municipal statistics for intercensal years. Although subjected to some criticism, as all estimates must be, the demand for this publication has been very large from the date of issue to the present time, and the Bureau is ermstantly in receipt of requests for later estimates. It is believed that the bulletin transmitted herewith will prove to be even more useful, as it possesses the additional advantage of presenting, in the case of the states mentioned, the results of actual enumeration. The method of estimating population for those states which do not make an intercensal enumeration is the same as that employ(!(i in the 1904 bulletin, and is fully described elsewtiere. It has been demonstrated that there is much popular interest in intercensal population statistics. I trust the next Federal census law will provide for some arrangement between the Federal Government and the states which take a census half way in the decade, by which the Government will bear a portion of the expense in return for some supervision of schedules, and reduction- in the time which elapses before publication. By this means the returns will become more accurate, and increasingly important as other states are added to tiie 14 in which a state census is now taken. Very respectfully, Hon. OscAK S. Straus, Secretary of Commerce and Labor. (3) POPULATION OF THE UNITED STATES, 1904, 1905, 1906. INTRODUCTION. This report presents the population returns for 1905 of the 14 states in which a census was taken in the intercensal period, together with estimates for these states for 1904 and 1906, and estimates for the remain- ing states and territories for 1904, 1905, and 1906. A comparison of the state census returns with the es- timates for the same year shows that, although in indi- vidual cases computations of the Census Bureau may be wide of the truth, in a majority of instances they ap- proach the actual figures very closely. The total pop- ulation of the 14 states which have taken a census since the last Federal census was 26,263,877, according to their own fig\u-es, and 26,204,762 as estimated. If allowance be made for error in enumeration, which in many cases amounts to 2 per cent, the slight difference of 59,115, or 0.2 per cent, between the estimates and the Census retxirns is balanced. The estimates can therefore be accepted as the best substitute for an actual census. This is particularly true in the case of large and densely populated communities. These estimates, however, are not a census, and must not.be so regarded. Moreover, they are not based upon any detailed investigation of local conditions which would affect the movement of the population, except that, so far as possible, information regarding territory annexed or detached, was secured from local officials, with conservative estimates .of the population added or withdrawn by such changes. The area of the United States, the states, and the insular possessions have been computed generally by planimeter measurements from the latest maps. Slight differences in the figures published hitherto by the Geological Survey, General Land Office, and the Bureau of the Census, due principally to variations in the maps used, were adjusted at a recent conference of representatives of these bureaus, and an agreement was reached in regard to the areas. In Table 7 will be found the figures agreed upon. The total area, land area and water area are there shown; the area of the Great Lakes in the jurisdiction of each state is given separately. STATE CENSUS TAKING. The first Federal census was that of 1790, but the idea of official enumeration was by no means a new one, for in several of the older colonies a census at irregular intervals had long been customary. In fact, in New York, Khode Island,. and New Jersey, colonial enumerations antedated the Federal census by nearly a century. South Dakota 1895 North Dakota 1905 Iowa Wyoming 1906 A constitutional provision for a census in the period between the Federal enumerations is or has at some time been included in the laws of the following states: Alabama. Nevada. California. New Jersey. Colorado. New York. Florida. North Dakota. Idaho. Oklahoma. Iowa. Oregon. Kansas. Pennsylvania. Massachusetts. Khode Island. Michigan. South Carolina Minnesota. South Dakota. Mississippi. Utah. Montana. Wisconsin. Nebraska. Wyoming. In many of these states, however, the legislatures have failed to appropriate funds to defray the cost of enumeration and in several the laws providing for a census have been repealed. Oklahoma has a provision for an enumeration of the population by the county a.ssessors every two years, but it is not mandatory, and there is no penalty for a failure to comply therewith. Keturns were made in 1894, 1896, 1898, and 1902, but since that time, many counties having failed to report, the results are not of enough value to justify publication. In the law providing for the Tenth (Federal) Census the following provision appeared : Sec. 22. That if any state or territory, through its duly appointed officers or agents, shall during the two months beginning on the first Monday of June of the year which is the mean between th e decennial censuses of the United States is by this act directed to be taken, take and complete a census in all respects according to the schedules and forms of enumeration in the census of the United States and shall deposit with the Secretary of the Interior, on or before the first of September following, a full and authentic copy of all schedules re- turned and reports made by the officers and agents charged with Buch enumeration, then the Secretary of the Treasury shall, upon receiving a certificate from the Secretary of the Interior, that such. (5) Ecliedules and reports have been duly deposited, pay, on the reqiiisi- non of the governor of Buch state or territory, out of any funds in the i reasury not otherwise appropriated, a sum equal to fifty per centum 01 tbe amount which was paid to all supervisors and actual enumera- tors withm such state or territory at the United States census next preceding, increased by one-half the percentage of gain in population in such state or territory between the two United States censuses next preceding: Prorukd, That the blank schedules used for the puri)oses of the enumeration herein provided for shall be similar, in all respects of form and size of heading and ruling, to those used in the census of the United Slates. Exclusive of Massachu- setts and Ehode Island, in which states only cities are incorporated, Wyommg has the smallest number, 51. New York leads ui the total population in chartered places m 1905, with 6,471,780, or 80.2 per cent of the total population of the state, Massachusetts being sec- ond, with 2,024,325. The comparison is hardly fair to Massachusetts, however, owmg to the fact that its towns bemg chartered entire as cities, no other char- tered places, such as villages, exist. In the entire state there are only 33 cities. New Jersey is third, with 1,700,174 people in its 225 incorporations, Wyoming being last, with 63,521 population in its 51 incorporated places. The state showing the greatest increase in population m incorporations is North Dakota, which has gained 63.6 per cent, the number of such places havLag increased from 75 to 124, and the population from 71,148 to 116,407. In number of incorporated places of less than 1,000 inhabitants Iowa leads, having 606, Minnesota being second, with 484. In places of from 1,000 to 8,000, New York leads, with 234, Iowa being second, with 165. In places of 8,000 to 25,000 New York is first, with 35; Michigan second, with 21; and Wisconsin third, with 17. In those of 25,000 to 50,000 Massachusetts leads, with 14; New York being second, with 9; and New Jersey third, with 7. In those places of 50,000 to 100,000 Massachusetts again leads with 7, New York following with 5, and New Jersey with 4. In places with 100,000 population and upward New York leads with 4, and is followed by Massachusetts and New Jersey, with 3 each. In comparing the increase in population in places with 8,000 inhabitants and upward in 1905, which was formerly used as the dividing line between urban and rural population, it is found — excluding Massachusetts and Rhode Island, because of the impossibility of mak- ing a fair separation of their urban and rural popula- tion — that the highest percentages of increase are in North Dakota (136.1), and in South Dakota (98.1). The great increase in these two states, however, is due to ih 3 fact that, whereas in 1900 each included but one city of the 8,000 class, in 1905 a second city had reached this population. In the case of North Dakota this addition more than doubled the urban element. Wyoming, on the contrary, had two cities in this class in 1900, but only one in 1905. Of the Eastern states, Massachusetts and Ehode Island being excluded for the reasons named. New Jersey shows the greatest per cent of increase, 17.7, New York following closely with 16.1. No arbitrary limit can be prescribed for what is termed "urban population," but, if all municipal cor- porations are excluded, the remaining population is un- questionably rural. It v-^ill be claimed that many of the smaller incorporations, such as villages and small towns, are more rural than urban; but, on the other hand, if the line is drawn at 2,500, or even 1,000, places are classed as urban that are rural and, conversely, places added to the rural that are decidedly urban. It would seem, therefore, that in discussing the rural pop- ulation it is more nearly correct to exclude all munici- pal corporations. The method of estimating employed in this bulletin may be termed "the arithmetical method," namely, that the growth in each year is equal to one-tenth the decennial increase or one-fifth the quinquennial increase between the two previous censuses. Information was secured concerning changes in the boundaries of incorporated places and taken into con- sideration in the estimates. Wliere the corporate limits of cities have been ex- tended and the new territory added did not corre- spond to civil divisions or enumeration districts, the population of which could be determined, inquiry was made of local officials to ascertain the approximate population included. Letters were sent to the city engineers requesting a description of any annexation or detachment of ter- ritory that had been made between June 1, 1903, and Jime 1, 1906; the month and year of the annexation or detachment; its estimated population; and area in acres. From a majority of cities prompt replies were received, but a number failed to respond even to a second request. An effort was then made to obtain the desired data from the postmaster, mayor, or some other city official. For every city from which no information could be secured the population was estimated as though no change in area had taken place. The estimates of population of incorporated places were confined to such as had 8,000 or more inhabit- ants June 1, 1900. The population has been estimated as of June 1 in each year subsequent to 1900. The returns of recent state enumerations have been accepted as accurate wherever they could be obtained; the results of police or school censuses and city direc- tory estimates, on the other hand, were not deemed reliable, and so were disregarded. The following tables present estimates of popula- tion for states which have taken no interdecennial census and also estimates of the increase in popu- lation in 1904 and 1906 in those states which have "taken a midway census. Table 6 compares the estimated population in 1905 of those states which did not take a state census with the population reported in 1900. Table 9 shows, by states and territories, the esti- mated population for 1904, 1905, and 1906, of all mu- nicipalities — the term "municipality" covering all in- corporated places with a population of 8,000 or more at theTwelfthCensus — ; their population in 1890 and 1900; decennial increase; land area, June 1, 1906; and land area annexed or detached since 1890. The recent state census returns are inserted wherever they could be obtained; the estimates for 1904 and 1906 of these cities are based on the Federal census of 1900 and the state censuses. This table does not include West Bay City, Mich., which has been absorbed by Bay City; nor Lansingburg, N. Y., which has been annexed to Troy. In compliance with the request of the city officials, no estimates have been made for Los Angeles, Cal. No estimate for San Francisco in 1906 can be made, owing to the great loss in population caused by the earth- quake of April 18, 1906. Among the cities represented in Table 9, 24 de- creased in population between 1890 and 1900. For 21 of these, decreases since 1900 were shown by the recent state censuses, and for them estimates have been made which show a continuous decrease since the state cen- sus. In other cases it was found by correspondence with local officials that the decrease in 1900 was due to special causes, temporary in their nature; in these in- stances, instead of showing a continuous decrease, the figures of the 1900 census have been inserted, thus indi- cating neither an increase nor a decrease. The total estimated population in 1906 of the 541 places shown in the table, excluding San Francisco and Los Angeles, Cal., is 28,466,624; these same places had in 1900 a population of 24,554,436, an increase of 3,912,188, or 15.9 per cent. This is more than one and one-half the percentage of increase in continental United States from 1900 to 1906, which was 7,946,935, or 10.5 per cent. It is evident that, if these cities con- tinue to increase at the same rate, they will have in- creased in 1910 more than continental United States exclusive of these cities. This indicates, in a very striking manner, the rapid growth of our urban popu- lation. The increase in population from 1890 to 1900 of all places with 8,000 or more inhabitants was 6,091,175; the increase in the six years from 1900 to 1906 was 3,966,540, which is much more than half the increase in the ten years from 1890 to 1900. The percentage of increase in these cities from 1890 to 1900 was 32.2, while from 1900 to 1906 the percentage of gain was 15.9, a little less than one-half the percentage of in- crease from 1890 to 1900, showing that, while the cities are increasing, the rate of increase is slightly decreasing. In Table 10 are given estimates of population for 1904, 1905, and 1906 of cities with an estimated population of 50,000 or more in 1906, arranged in the order of their estimated populations at that date. The total popu- lation of these 88 cities in 1900 was 17,004,304, and their estimated population in 1906, 19,771,167, an in- crease Qf 2,766,863, or 16.3 per cent. The following cities, which had less than 50,000 inhabitants on June 1, 1900, have an estimated population for June 1, 1906, which exceeds that amount: Norfolk, Va. Yonkers, N. Y. Schenectady, N. Y Houston, Tex. Tacoma, Wash. Terre Haute, Ind. Dallas, Tex. Youngstown, Ohio. Fort Wayne, Ind. Holyoke, Mass.
