That such a supplement was needed is very forcibly shown by the fact that the additional references make up a list fully as long as the original list, notwithstanding that our rule of exclusion was more rigidly enforced. The interest in the subject is universal. Not only have national, state, and provincial govermments published docu- ments on the subject, but some of the most valuable studies have been prepared by municipalities; for example, Amsterdam (item 463), Dresden (383), Halle (394), Moscow (468), St. Petersburg (469), Paris (21), Stockholm (479), and Trieste (349a and b). These offer concrete examples of actual conditions with statistics of special inter- est to the serious student. For the United States, the recent publications of the Bureau of Labor are of the greatest importance, especially the new " Retail prices and cost of living series," which gives in one place the informa- tion formerly scattered through various numbers of the Bulletin. The four volume report of the " Investigation relative to wages and prices of commodities," issued by the Select committee of the Senate on wages and prices of commodities, in 1911, still remains one of the most useful sources of information. Mention should also be made of the Export made by the Board of Trade of London on " Cost of living in American towns " (reprinted as 62d Cong., 1st. sess. Senate Docu- ment 22). The latest statistics on the population and food supply of the United States will be found in the Abstract of the thirteenth census recently published by the Bureau of the Census. In connec- tion with this subject, Mr. E. Dana Durand, the Director of the Census, has prepared a paper with the title " Significant results of the census " which will probably be published in an early number of the Century magazine. It deals with the failure of agricultural products to keep pace with the increase of the population. In this supplement two new features have been introduced with a special view to aiding investigators. One is a list of the sources where current prices of commodities are to be found, and the other is a tabular statement of the sources of the Index numbers of all the more important countries. V VI PEEFATOEY NOTE Just before going to press we note a n^w index number for United States published in the New York Times Annalist, based on twenty-five food commodities representing a theoretical family s to budget. J, I take special pleasure in acknowledging the hearty cooj^eration the officials of the Bureau of Labor, particularly ]Miss ^I- A. - thews, the Librarian, and of Dr. H. J. Harris, formerly of the Bureau of Labor, and now Chief of the Division of Documents in the Library of Congress. Dr. Harris was instrumental in securing a number o valuable additions to the list of sources of current prices of com- modities. H. H. B. Meter, CJiief Bibliographer. Review of British and foreign index numbers, p. 449-481, a bibhographical note on the construction of an index number is given at the beginning of Appendix i on p. 433. In the Bulletin de I'Institut international de statistique (covering the session of 1911 in the Hague) tome xix, 3. livraison, p. 124-244 appear index numbers for Germany, Austria-Hungary, Belgium, Denmark, France, Holland, New South Wales, Canada, and Japan. For detailed account see item No. 59c. AUSTRALIA. See item No. 438a. AUSTRIA. Alberti, M. in his "II costo della vita, i salari e le paghe a Trieste neir ultimo quarto di secolo," 1911, facing p. 34 contains a table of prices covering 36 commodities from 1885 to 1909 inclusive. This is followed by a series of tables of index num- bers extending from 1885 to 1910 covering 14 important food and household commodities, giving the prices, the index num- ber (1885=100) the coefficient and weighted index. Facing p. 70 is a diagram showing the curve of the cost of Hving in Trieste, 1885 to 1910. The study is continued in the author's "II movimento dei prezzi e dei salari nell' anno 1911 a Trieste" 1912, containing some revisions of the figures with more recent information. Levasseur, E., in his article in the Revue 6conomique intema- tionale, May, 1909, gives a table of index numbers based on food commodities in France for the years 1880 to 1908; also a table giving the index numbers for the individual commodi- ties based on the average price for the years 1895 to 1900 taken as 100. La R6forme 6conomique, Paris, publishes at the beginning of each year in one of the late January or early February numbers a series of average prices covering over 40 articles and an index number indicating the general movement of prices. "Salaires et coftt de I'existence," pubHshed by the Ministdre du travaU et de la pr^voyance sociale, 1911, p. 44-47, gives a table of index numbers for about 24 commodities of household consumption extending from 1880 to 1909. See also item No. 59c. GERMANY. Soetbeer, Adolf. Soetbeer's Index numbers covering 114 articles, from 1841 to 1885, subsequently extended to 1891, by Dr. Heinz. Included in Taussig's translation of Soetbeer's work which is printed as Appendix D. of 50th Cong., 1st sess., Senate ex. doc. 34 (serial no. 2504), p. 57-280, for index numbers, see p. 229-255; also printed as ap Appendix xvi to the Appendix of the final report of the [British] Royal commission on gold and silver. London, 1888, p. 139- 244. (Sessional papers, 1888, v. 45. C. 5512-1.) Aver- age prices of 100 articles at Hamburg during the period from 1851 to 1885 with corresponding index numbers, as ascer- tained by the Bureau of trade statistics at Hamburg, fol- lowed by similar figures for 14 British manufactured articles and a table covering all 114 articles. No exact continuation of Soetbeer's figures has been possible owing to the change in relations between Hamburg and the German Empire which took place in 1888. Two numbers have, however, been con- structed on the basis of the Hamburg prices. First by Dr. Heinz which is now continued from year to year in Hamburgs Handel und Schifffalirt, published by the Han- delsstatistisches Bureau of Hamburg, second by Prof. Conrad of Halle, covering 47 articles, published in Jahrbiicher fur Nationalokonomie und Statistik, (1907-1912) 3d ser. v. 24: 638-651, V. 34: 793-806, v. 38: 64-78, v. 39: 676-691, v. 42: 48-64. The first series of the index numbers covers the period extending from 1847 to 1901, afterwards continued at intervals to date. INDEX NUMBERS 105 GERMANY— Continued. Beginning with the Feb. 1879 number of the "Monatshefte zur Statistik des Deutschen Reichs," pubUshed by the Statistisches Amt, monthly index numbers covering 28 articles, afterwards increased to 45, have been published. The "Monatshefte" formed part of the "Statistik des Deutschen Reichs" from 1877-1884, after the latter date it was published separately until 1891, when it was continued by the "Monatliche Nachweise iiber den auswartigen Handel Deutschlands " and the "Vierteljahrshefte zur Statistik des Deutschen Reichs" in each of which the index numbers are to be found. While wholesale and retail prices are both given the index numbers are confined to the wholesale prices. In later issues of the "Vierteljahrshefte" the tables become very comprehensive, including in the case of wheat flour the daily market price in the chief markets of the world and for the more important food products the prices in upward of 30 German cities. The foregoing are published in condensed form in the "Sta- tistisches Jahrbuch fiir des Deutschen Reichs, " pubhshed by the same bureau. In the Statistiche Ubersichten iiber die allgemeine Wirtschaft- slage (Beilage zur Zeitschrift ftir Socialwissenschaft) section B. Waren-und Arbeitsmarkt, table 3 gives 0. Schmitz's index numbers covering 29 articles for the years 1909 to 1912; table 4 gives index numbers for metals (pig iron, lead, copper, zinc and tin) for the same period. For earlier index numbers by Schmitz see his "Die Bewegung der Warenpreise in Deutschland von 1851 bis 1902." Berlin, 1903. Tyszka, Carl von, in an article in Jahrbiicher flir Nationaloko- nomie und Statistik, 3d ser. v. 42, p. 632-665, gives index numbers for wholesale and retail prices for a number of im- portant food commodities in Berlin extending from 1881 to date. Includes comparative tables of index numbers for Berlin, London, New York, and Paris. See also item No. 59c. GREAT BRITAIN. Economist, London. Early each year publishes index number covering 22 articles (late in 1911 increased to 44 articles) from 1868 to date. A correction of these numbers by careful weighting for the years 1865-1885 was published by R. H. Inglis-Palgrave in the Report of the Royal commission appointed to inquire into the depression of trade and industry, 1886. See 3d report, appendix B, pt. 5. 106 LIBBAKY OF CONGEESS GREAT BRITAIN— Continued. Great Britain. Board of trade. An index number covering 45 articles and extending from 1871 to date is now published in the January number of the Labour gazette. The articles are carefully weighted. The fifteenth abstract of labour statistics of the United Kingdom, contains (p. 138) index numbers of wholesale prices from 1871-1911 (1900 = 100). The index numbers have been obtained by weighting the percentages for the 45 articles included by their estimated consumption. Detailed prices of the 45 articles are given in tables found on p. 139-147. Index numbers of food prices in London, 1895-1911, p. 151-152. Hooker, R. H., in his "The course of prices at home and abroad 1890-1910," pubhshed in the Journal of the Royal statistical society, Dec. 1911, p. 1-50, includes a series of tables extending from 1890-1911 for 16 separate commodities, two tables of index numbers for food and materials and one table covering all of the commodities making a comparison between the United Kingdom, United States, Canada, Belgium, France, Germany, and Italy; a table of comparison between wholesale and retail prices in the United Kingdom, Germany, France, and the United States and a table of the production of gold and silver and of wages in the United Kingdom and the United States. An index number extending from 1782-1865 and covering 39 and upwards articles will be found in Sections ii-iv, p. 13-150, applied especially to the depreciation in the value of gold. Sauerbeck, Augustus. Sauerbeck's Index numbers covering 45 important articles, included in six groups, are published an- nually since 1886 in the Journal of the Royal statistical soci- ety.
