The Secretary of Agricultiare has designated ^even markets, Washington, [D.C,, Alexandria, Va,, New York, N.Y., Chicago, 111,, Philadelphia, Pa., Boston, Ma.ss,f and Richmond, Va., as important central markets for the inspec«- tion of hay^ An inspector is now available at Washington and Alexandria* 'Inspectors for foiir of the other markets have heen employed in cooperation with hay trade organizations, while the City of Boston is cooperating with the Department in the employment of an inspector at that place. These men are now in training at the Department Hay Standardization Laboratory in Alexandria, Va. An inspector is also in training, who will be stationed at Auburn, N. Y. , to make inspections at shipping points and elsewhere in that section. It is expected that this training vv'ill be completed and the inspec- tors available at the other points mentioned about December 1, 1922. Section 1, Basis of determinations ;- Each determination of foreign material, injurious foreign material, temperature and odor shall be upon the hasis of the hay, including foreign material.' All other determinations shall be upon the hasis of the hay when free from foreign material. Section 2, Percentag es;- Percentages of foreign material and mix- tures of various kinds of hay shall he by weight. Percentages of color shall be by count. Section 3. Foreigti material :- Foreign material shall include weeas, sedges, rushes, com stalks, stubble in excess of five per cent, stpnes, dirt, chaff, injurious foreign material and other similar matter, ihe quantity of foreign material shall be calculated in terms of percentage based on the total weight of the hay, including the foreign material. When the percentage of foreign material so calculated is less than five per cent, it shall not be stated. When the percentage is five per cent or a multiple thereof it shall be so stated and added to the grade designation. When not a multiple of five per cent it shall be stated as the next lower multiple of five per cent. Hay of any class or subclass containing twenty- five per cent or more of foreign, material shall be graded as sample grade of such class or subclass. Section U-. Injxirious foreiga material : - Injurious foreign material shall include briers, cockleburs, sandburs, poisonous plants, small sharp stones and other similar matter which might be injurious for feeding pur- poses. The quantity of the injurious foreign material shall be calculated in terms of percentage based on total weight of the hay, including forei^ material. ■ The percentage of the inj-orious foreign material .so determined shall be stated and. added to the grade designation. The grade which the hay would otherjvise be , if the injurious foreign material were not present, shall- also be stated. Section 5- Clover ; ~ Clover shall include June or medium red and alsike clover. Section 6. Other legumes : - Other legumes shall include alfalfa, mammoth clover, s'vveet clover, crimson clover, lespedeza, vetches, bur clover, black medick and other legumes virhich are palatable and have a recognized - 2 - Section 7- O ther grasses :- Other' grasses shall include redtop, orchard, Kentucky blue, Canada blue, meadow fescue, a^ck, and other culti- vated and wild grasses which are palatable and have a recognized feeding value, and which occur in timothy meadows. Section S. Classes and subclasses :- Timothy hay, clover hay, mix- tures of timothy and clover hay, mixed grass hay and mixtures of timothy hay and other grasses, shall be divided into classes and subclasses as follows: Class I. Timothy Hay . This class shall include all timothy hay containing not more than, five per cent of clover, and not more than five per cent of other legumes and other grasses, either separately or in any combination. Class II. clover Hay . This class shall include all clover hay containing not more than ten per cent of timothy, and not more than five per cent of other legumes and other grasses, either separately or in any combination. Class III. Timothy and Clover Mixed Hay . , This class shall include all mixtures of timothy and clover contain- ing more than five per cent but less than ninety per cent of clover and not more than five per cent of other legumes and other grasses, either separately or in any combination. This class shall be divided into four subclasses based on percentage of clover contained therein as follows: Light Clover Mixed Hay: - Containing more than five per cent but not more than fifteen per cent of clover. Medium Clover Mixed Ife^: - Containing more than fifteen per cent but not more than thirty-five per cent of clover. Heavy Clover Mixed Hay : - Contaihing more than thirty-five per cent but not more than sixty-five per cent of clover. Very Heavy Clover Mixed Ha y;- Containing more than sixty-five per cent but la«6s than ninety per cent of clover. -3- Class IV. Mixed Grass Hay . This class shall includfe all mixtures of other grasses containing not more than ten per cent of tinothy, and not more than five per cent of clover and other legumes, either separately or in any comhination. Class V, Timothy and Grass Mixed Hay. This class shall include all mixtures of timothy and other grasses containing more than five per cent hut less than ninety per cent of other grasses and not more than five per cent of clover and other legumes, either separately or in any comhination. This class shall he divided into four subclasses based on percentage of other grasses contained therein as follows: Ligiit Grass Mixed Hay :- Containing more than five per cent but not more than fifteen per cent of other grasses. Medium Grass Mixed H^ :- Containing more than fifteen per cent but not more than thirty-five per cent of other grasses. Heavy Grass Mixed Hay :- Containing more than thirty-five per cent but not more than sixty-five per cent of other grasses. Very Heavy Grass Mixed Hay :- Containing more than sixty-five per cent but less than ninety per cent of other grasses. GRAIiE BEQUIREMENTS . Timothy Hay . Section 9. Grades for Timothy Hay :- This class shall be divided into five grades, the designations and requirements of which, respectively, shall be as specified in this section. U. S. No. 1 Tinothy :- Shall be cut not later than when in full bloom and may contain not more than- forty per cent of brown leaf surface, two per cent of brown or bleached heads, five per cent of bleached or off-colored stems. Hay of the grade U. S. No. 1 Tinothy containing timothy having not more than five per cent brwm leaf surface and no brown, bleached or off- colored heads or stems, may be designated U. S. Choice No. 1 Timothy. - 4 - U. S. No.. 2 Tinothy: - Shall 'be cnlt not later than when half of the seed has reached the dough atage and may contain not more thai>-' ssventy per cent of brown leaf surface, ten per cent of brown or bleaclaed heads, twenty per cent of bleached or off-colored stems, y . No. 1 Clover: - Shall be cut not later than when one-half of the heads have begun, to turn brown and shall be natural green to greenish brown in color. • U. S. Sample Grade Clover; - Shall be hay. of the class Clover which does not come within the requirements of anj' of the numerical grades or which has been threshed or contains twenty-five per cent or more of foreign material, or contains any injurious foreign material or has any objectionable odor or is heating-, vyet, moldy, or musty or is otherwise of distinctly low quality.
