In consequence of this, on Wednesday, the sth of January, 1777, a session was held in order both to adopt a mode of initia- tion and to provide for its better security. 8 PHI BETA KAPPA And first in corporation, an oath of fidelity being consid- ered as the strongest preservative, an initiation was accordingly resolved upon and instituted as follows : I, A. B., do swear on the holy Evangelists of Almighty God, or otherwise, as calling the Supreme Being to attest this my oath, declaring that I will, with all my possible efforts, en- deavor to prove true, just, and deeply attached to this our growing fraternity; in keeping, holding, and preserving all secrets that pertain to my duty, and for the promotion and advancement of its internal welfare. March i, 1777. Resolved: i. That in every design or attempt, whether great or small, we ought to invoke the Deity, by some private sacrifice or devotion, for a fraternal prosperity. 3. That every member, after being properly initiated, shall be obliged to furnish himself with a medal, wholly correspond- ing with those of the Fraternity. 6. That the non-attendance of any single member, unless by some certain obstructing inability, or cogent necessity, sub- jects him to the penalty of five shillings. 10. That for the encouragement of any new invention of arts and sciences, some premium be allowed from the public treasury. II. That six members shall be the fewest sufficient for the execution of business. 16. That the President be invested with the prerogative of convening the members of this fraternity, when he shall deem it expedient. 18. That four members be selected to perform at every session, two of whom in matters of argumentation and the others in apposite composition. 22. That no member shall be expelled without the unani- mous concurrence of the Society. 23. That every person, after being initiated, pay into the public treasury the sum of 6s. ALPHA OP MISSOURI 9 August 22, 1778. Resolved: That, as the price of initiation hitherto paid is inadequate to the purpose, it be augmented to five dollars. May 4, 1779. It being suggested that it might tend to promote the de- signs of this Institution and redound to the honor and advan- tage thereof at the same time, that others more remote or distant will be attached thereto. Resolved : That leave be given to prepare the form or ordi- nance of a charter party, to be intrusted with such two or more brothers of the $ B K as to a general meeting shall, on due application for the same, be thought to merit such a trust ; with delegated power in the plan and principles therein laid down, to constitute, establish, and initiate a fraternity correspondent to this, and that a committee be appointed of Mr. President, Mr. Stuart, and Mr. Beckley to prepare a draft of the same and report at next meeting. June 27, 1779. Resolved : That, as the price of initiation hitherto paid is in- adequate to the purpose, it be augmented to ten dollars. July 31, 1779. Mr. Elijah Parmale is recommended as a worthy member of this Society, and on a ballot taken he is unanimously elected and initiated in due form. December 4, 1779. On Saturday, the 6th of January, a meeting of B K was called for the purpose of securing the papers of the Society during the confusion of the times, and the present dis- solution which threatens the University. The members who attended were William Short, Daniel C. Brent, Spencer Roane, Peyton Short, and Landon Cabell. They, thinking it most advisable that the papers should not be re- moved, determined to dehver them sealed into the hands of the College Steward, to remain with him until the desirable event of the Society's resurrection. And this deposit they make in the sure and certain hope that the Fraternity will one day rise to life everlasting and glory immortal. The original records of the Phi Beta Kappa Society and brief personal sketches of the first fifty members were edited by President Lyon G. The Progress of the Arts and Sciences. 16 PHI BETA KAPPA FUETHEE HISTORY OF PHI BETA KAPPA.* Membership was at first confined to "Collegians who had attained the age of sixteen years, and from the grammar master upward." That is, scholars in the grammar or preparatory de- partment were not eligible. At that time there were in the college two "philosophy schools," as they were called, that of natural philosophy, including mathematics, and that of moral philosophy, in which was taught rhetoric, the Belles-Letters, and moral and mental science. Members of these schools were termed students and wore the cap and gown, and from these our Phi Beta Kappa Fathers were first chosen. At the end of the second year it was "Resolved that in future admission to this Society be not confined to collegians." This was near the time when, under Jefferson's influence, the college was reorganized, the grammar department was discontinued, advanced courses were offered, and post-graduate work was encouraged. The institution took on university characteristics, and was so des- ignated in the minutes of the last Phi Beta Kappa meeting. It thus became possible for men of riper years to study at William and Mary, and by this resolution membership in Phi Beta Kappa was opened to such advanced students. Thus it hap- pened that Captains William Pierce and John Marshall of the Continental Army, and EUsha Parmele, former student at Yale and graduate of Harvard, became members of the organization. The next step was to authorize branches of the Society in other towns of Virginia. This may possibly have been sug- gested by members who had left college and missed the cordial fellowship the Fraternity afforded. Had the plan been carried out it must have lowered the standard of membership, for the new branches could not have been composed of students. I •From the address of Secretary Oscar M. On May 4, 1779, it being suggested that "it might tend to promote the designs of the institution and redound to the honor and advantage thereof at the same time, that others more remote or distant will be attached thereto. Resolved, that leave be given to prepare the form or Ordinance of a Charter party, to be in- trusted with such two or more brothers of the * B K as to a general meeting shall, on a due application for the same, be thought to merit such a trust; with delegated power in the plan and principles therein laid down to constitute, establish and initiate a fraternity correspondent to this, and that a com- mittee be appointed of Mr. President [William Short], Mr. Stuart and Mr. Beckley to prepare a draught of the same and report at next meeting." The report of this committee, which was not offered until July 5, was debated in committee of the whole by paragraphs, when it was "Resolved, that the Charter party do pass." Five days later the first charter, called the B^ra was voted to Samuel Hardy, who had been a member less than a year. The follow- ing day another, called the Fd/ifia, was granted to William Stuart. Five weeks later Mr. Cabell was made the recipient of the third charter, "the meeting hereby established to be called the MXra." Confidence in Mr. Stuart was of recent growth, for he had been a member of the Society just four months. And Mr. Cabell was even more quickly taken into confidence, for his membership had continued but two months when the charter was voted him. All this was preliminary to the crucial act of the Society's existence, the granting of charters to Harvard and Yale. It was on July 31, 1779, that Elisha Parmele was elected and in- itiated. He was the only man not of Virginia to receive this honor at the hands of our Phi Beta Kappa Fathers. One of the first things he heard after entering the Society was the discussion that led to the granting of a charter to Mr. Cabell. Being a native of Massachusetts and expecting soon to return, we can readily conceive how the idea would be suggested of 18 PHI BETA KAPPA securing Charters for the institutions in which he had pre- viously studied in New England. It was on December 4, 1779^ the day on which the Society was completing its third year, that he asked for and was granted a "Charter party to institute a branch of this Society in Cambridge,- in Massachusetts," "to be called the E^Uov," The next evening, which happened to be a Sunday, some amendments to the Charter were proposed by the President "to introduce it properly and give it an ex- tensive footing in the State of Massachusetts Bay." The min- utes of the meeting held four days later read in part as follows : "Whereas, This Society is desirous that the $ B K should be extended to each of the United States. "Resolved, That a second charter be granted to our brother, Mr. Elisha Parmele, for establishing a meeting of the same in the College of New Haven, in Connecticut, to be of the same Rank, to have the same Power, and to enjoy the same Privileges with that which he is empowered to fix in the University of Cambridge. To be called the Z/jra." Two additional Charters were granted shortly after. It seems, however, that none were actually used as authority for an organization except those given Mr. Parmele. If any of the Virginia branches were instituted they must soon have per- ished. In the charters given Mr. Parmele lay the hope of the Society. As a result of our study of this period of developing ideas as to the Society's future I would have you gather that in a little over a year from the time when ideas of expansion were first entertained seven charters were granted, and the way was opened for the Society to become a national institution. Some have thought that the recent practice of granting as high as ten charters during a triennium a rather bold innovation for so conservative an organization. That is a slight matter compared with the boldness of our Fathers who in one short year ven- tured to launch seven frail barks on the untried sea of Society expansion. Conservatism! They did not know the word! Their faith in the future was unbounded. And who can say ALPHA OP MISSOUEI 19 that faith was not justified? Listen to a few sentences from that Charter then prepared with such care :* "Whereas, It is repugnant to the liberal principles of So- cieties that they should be confined to any place, Men or de- scription of Men, and as the same should be extended to the wise and virtuous of every degree and of every country; — we, the members, and brothers of the 4> B K an institution founded on literary principles, being willing and desirous to propagate the same, have, at the instance of our good Brother, Elisha Parmele, of the University of Cambridge, in the State of Mas- sachusetts Bay, and from the confidence we repose in the In- tegrity, Discretion and Good Conduct of our said Brother, unanimously agreed to give and delegate, and we do therefore by these, our present letters of Charter Party, give and delegate by unanimous consent to you, the said Elisha Parmele, the following Rights, Privileges, Authority and power. That is to say "ist. That at the University of Cambridge you establish a Fraternity of $ B K to consist of not less than three persons of Honor, Probity and good demeanor, which shall be denominat- ed the Akipa of Massachusetts Bay." Then follow provisions respecting the Foundation Meet- ing, the choosing of officers, the use of the Form of Initiation, the observance of the Laws, which were transmitted with the charter; the securing of a medal by each member, the use of the "token of Salutation," and the obligation to maintain regu- lar correspondence with the mother Alpha for which corres- pondence a secret code is provided. One paragraph is so im- portant that I quote it entire : "6thly.
