The title of this body is, "The Grand COMMANDERY OF KnIGHTS TeMPLAR AND APPENDANT Orders of the State of New York." how constituted. Sec. 2. The Grand Commandery is composed as follows : 1. The Grand Commander (whose style is Right Eminent). 2. The Deputy Grand Commander (whose style is Very Eminent). 3. The Grand Generalissimo (whose style, as well as that of the remaining officers, is Eminent). 4. The Grand Captain-General. 5. The Grand Prelate. 6. The Grand Senior Warden. 7. The Grand Junior Warden. 8. The Grand Treasurer. 9. The Grand Recorder. 10. The Grand Standard-Bearer. 4 Statutes . of the 11. The Grand Sword-Bearer. 12. The Grand Warder. 13. The Grand Lecturer. 14. The Grand Captain of the Guard. All of whom shall be annually elected by ballot. All Past Grand Masters, Past Grand Commanders ; all Past Deputy Grand Commanders ; all Past Grand Generalissimos, and all Past Grand Captains-General of this Grand Commandery, so long as they remain members in good standing of a Commandery under its Jurisdiction. Also : The Commander, Generalissimo and Captain-Gen- eral of each warranted Commandery lawfully holding in this Jurisdiction. Also: The Past Commanders of the several Subordinates working under this Jurisdiction, so long as they re- main members in good standing of a Commandery subordinate to this Grand Commandery. The foregoing Officers and Past Officers shall be the only voters in this Grand Commandery. They shall have but one vote each on any question, except the Grand Commander, who, in case of a tie, may give the casting vote, and except the representatives of a Subordinate Commandery, either of whom in the absence of his associates may cast the whole number of votes to which the Commandery he represents may be entitled. Grand Commandery. 5 QUALIFICATIONS FOR OFFICE. Sec. 3. No Sir Knight shall be ehgible to office in this Grand Commandery unless he be in regular standing in one of its Subordinates. Any member of the Grand Commandery qualified as in the preceding paragraph, is eligible to any office in its gift. POWERS. Sec. 4. This Grand Commandery being supreme in all matters appertaining to its internal affairs, has the sole right to superintend and govern all Command- eries of Knights Templar within its Jurisdiction, which is co-extensive with the geographical limits of the State of New York. It has power to grant Dis- pensations and Warrants for forming and holding Commanderies of Knights Templar and the Appen- dant Orders, and to extend or revoke the same ; to enact Statutes and Regulations, to issue edicts, and to amend or repeal the same ; to censure, suspend or erase Commanderies, and to try and discipline Com- manders and Commanderies for wilful violation of its Statutes and Regulations or edicts ; to finally decide all appeals from its Subordinates or their members, and to exercise all the rights of sovereignty within the limits of its Jurisdiction, subject to the provisions of its own Statutes and the Constitution and Statutes of the Grand Encampi»ent of the United States. All powerffilJ^^pecially delegated to the Subordi- nate Commanderies are inherent in, and reserved to, the Grand Commandery. 6 Statutes of the CONCLAVES. Sec. 5. The Stated Conclaves of this Grand Com- mandery shall occur annually at such time and place as may have been decided at a previous Annual Conclave. SPECIAL CONCLAVES. Sec. 6. Special Conclaves may be called by the Grand Commander in any emergency which may appear to him to require the presence of the repre- sentatives, but no business can be transacted at a Called Conclave save that specified in the original summons. REPORTS, DUES, ELECTION, ETC. Sec. 7. At the Annual Conclave the Grand Officers shall make report, in writing, of their official acts. The several Subordinate Commanderies shall make' return of their work and membership, and promptly pay all dues accrued according to the rates hereinafter specified. The state of the finances shall be examined, and such disposition be made in relation thereto as may appear necessary. All petitions for Warrants, and Appeals from Subor- dinates or Sir Knights, shall be passed upon. The Grand Officers shall be elected and installed, and all business necessary to the stability of the Order and harmony and prosperity of the Grand Command- ery and its Subordinates shall receive attention. The several Grand Officers shall hold their respect- ive offices until their successors shall be duly elected and installed. Grand Commandery. 7 POWERS AND PREROGATIVES OF GRAND OFFICERS. GRAND COMMANDER. Sec. 8. The Grand Commander has it in charge to exercise a watchful supervision over all the Sub- ordinate Commanderies in this Jurisdiction, to see that the Statutes and Regulations of this Grand Com- mandery, as well as the Constitution of the Grand Encampment of the United States, are duly and promptly observed and obeyed ; he has power dur- ing the recess to grant Letters of Dispensation over his hand and private seal to a competent number of petitioning Sir Knights who have complied with the regulations on the subject hereinafter provided (Sees. i5> 35> 36) ; to form and open new Commanderies of Knights Templar and the Appendant Orders within this Jurisdiction ; to summon before him either or both of the Financial Officers of this Grand Com- mandery with their books and accounts, and to audit and examine the same whenever he shall deem it necessary ; to call Special Conclaves of the Grand Commandery at his discretion ; to preside at all Con- claves of the Grand Commandery, and when thus presiding, no appeal shall lie from his decision to the Grand Commandery, excepting on questions arising as to the construction of Edicts and Resolutions of the Grand Commandery ; to convene, visit, and pre- side in any Subordinate Commandery in the Jurisdic- tion, and give such instructions and directions as the good of the Institution may require. During the recess, to exercise all the executive powers of the Body, subject to revision at the sue- 8 Statutes of the ceeding Annual Conclave, among which may be mentioned the power to suspend from the func- tions of his office (for cause) any officer of the Grand or of a Subordinate Commandery ; to sus- pend the warrant of a Commandery ; to receive and accredit representatives from other Grand Com- manderies in the United States, and to appoint representatives of this Grand Commandery near others in this Republic. It is his duty to be present in person or by proxy at all meetings of the Grand Encampment. DEPUTY GRAND COMMANDER. Sec. 9. The Deputy Grand Commander, in the event of the death, removal, or physical incompetency of his superior, shall act as the Grand Commander. At all other times he shall perform such duties as may be assigned him by the Grand Commander or the Grand Commandery. It is his duty, either in person or by proxy, to attend all meetings of the Grand Encampment of the United States. GRAND GENERALISSIMO AND GRAND CAPTAIN-GENERAL. Sec. 10. In the absence of their respective supe- riors, the Grand Generalissimo and Grand Captain- General shall severally act as Grand Commander, in order, according to rank. At all other times they shall perform such duties as may be assigned them by the Grand Commandery or Grand Commander, and such as are traditionally appropriate to their respective stations. Grand Commandery. 9 It is their duty, either in person or by proxy, to attend all meetings of the Grand Encampment. GRAND TREASURER. Sec. II. The Grand Treasurer shall keep accurate accounts of all receipts and expenditures passing through his hands ; carefully number and file his vouchers, and annually (unless oftener required by the Grand Commander or Grand Commandery) make in writing a full statement of the same, together with the balance (if any) remaining in his hands, submit- ting, at the same time, his books and vouchers for the examination of the Grand Commandery, through a committee appointed for the purpose. At the installation of his successor he- shall deliver into his hands all books, papers, vouchers, and other property of the Grand Commandery which may be in his custody. BONDS BY GRAND TREASURER AND GRAND RECORDER. The Grand Treasurer and Grand Recorder shall each, before installation, give a bond and securities in such form and to such an amount as shall from time to time be determined by the Grand Commander, who shall judge and approve the sufficiency of such bond and securities, and who shall keep and pre- serve the same. GRAND RECORDER. Sec. 12. It shall be the duty of the Grand Recorder to collect the revenue of this Grand Commandery and pay the same promptly to the Grand Treasurer, tak- ing his receipt therefor ; to make annual report in lo Statutes of the writing of the amount thus collected ; to keep a faith- ful record of the transactions of this Grand Com- mandery ; to make, under the direction of the Grand Commandery, annual publication of the same, and to forward copies thereof to the Grand Master and Grand Recorder of the Grand Encampment, to the Grand Recorders of the several Grand Commanderies, the Grand Officers of this Grand body, and to the several Subordinate Commanderies as he may be directed ; to have in custody the official seal of the body ; to observe and execute such orders as may, from time to time, be issued to him by the Grand Commander or Grand Commandery, and to deliver to his successor in office all the books and other property of the Grand Commandery in his possession. REMAINING OFFICERS. Sec. 13. The remaining officers are to perform such duties as are traditionally appropriate to their several stations, or as may be assigned them from time to time by the Grand Commandery or Grand Com- mander. WHO SHALL PRESIDE. Sec. 14. In the event of the absence of the four principal officers of this Body from one of its Con- claves, the Past Grand Officers present shall be em- powered to preside, according to rank and seniority of service. SUBORDINATE COMMANDERIES. Sec. 15. Subordinate Commanderies are divided into two classes : First — Commanderies under Dispensation acting by Grand Commandery. 1 1 authority of Letters of Dispensation issued by the Grand Commander. Second — Warranted Commanderies having the sanction of a Warrant of Constitution issued by the Grand Commandery, UNDER DISPENSATION. Commanderies under Dispensation can only be form- ed on the petition of nine or more regular Knights Templar, who are required to pay their dues to the W^arranted Commandery to which they have been attached up to the time of presenting the petition for a new Commandery, and to give notice personally, or in writing, to the mother Commandery of their inten- tion to unite with the new Commandery, or if non- affiliated, to be in possession of an honorable dis- charge from their last affiliation. NEW COMMANDERY MUST BE RECOMMENDED. The petition must be recommended by the War- ranted Commandery nearest the place where the proposed new Commandery is to be established, which recommendation must vouch for the regular standing of the petitioners, and that the Sir Knights named as Officers of the new Commandery are com- petent to confer the several Orders in a skilful and Knightly manner. If the new Commandery is to be stationed in a city where there is more than one Commandery, two of those located in such city must recommend the petition. 12 Statutes of the WITHIN THREE MONTHS OF ANNUAL CONCLAVE. No Dispensation can issue within three months previous to the Annual Conclave, nor can a Warrant be granted until the petitioners have exhibited their skill by labor under Dispensation. POWERS OF COMMANDERY UNDER DISPENSATION. Commanderies under Dispensation have power to confer the several Orders of Christian Knighthood ; to admit members ; to frame a Code of By-Laws for their own government, but not to discipline their members, or hold elections, or to be represented in the Grand Commandery. WARRANTED COMMANDERIES. OF WHOM COMPOSED. Sec. i6. A Warranted Commandery is composed of 1. The Commander (whose style is Eiuiiient). 2. The Generalissimo. 3. The Captain-General. 4. The Prelate. 5. The Senior Warden. 6. The Junior Warden. 7. The Treasurer. 8. The Recorder. 9. The Standard-Bearer. 10. The Sword-Bearer. 1 1. The Warder. 12. The Captain of the Guard. And as many members as may be found convenient. Grand Commandery. 13 PRESENCE OF THE WARRANT. The presence of the Warrant is indispensable to open a Commandery or transact business. JURISDICTION OF A COMMANDERY. The Jurisdiction of a Commandery extends to a point half-way to the nearest Commandery, in every direction. In towns and cities where there are two or more Commanderies, they have concurrent juris- diction. ELECTION AND APPOINTMENT OF OFFICERS. The Eminent Commander, GeneraHssimo, Captain- General, Treasurer, and Recorder of Subordinate Commanderies, shall be elected annually, as herein- after prescribed, and when such Officers have been duly installed, they shall hold their respective offices until their successors are duly elected and installed. The remaining Officers may be elected or appointed, as the Commandery may by its By-Laws provide. A vacancy in office can only occur by death, resigna- tion, or removal from the State. The first three officers cannot resign. POWERS OF A WARRANTED COMMANDERY. A Warranted Commandery has power to decide for itself who shall be admitted to its membership by ad- mission or affiliation ; to confer the several Orders of Knighthood in accordance with the usages of the Order and the Regulations of this Grand Command- ery ; to exercise original jurisdiction in the trial and 14 Statutes of the discipline of all its members (save the Commander) artd all non-afifiliated Sir Knights and members of Command- eries under Dispensation within it's Jurisdiction ; to adopt a Code of By-Laws for its government, not in con- flict with the provisions of these Statutes and Regula- tions ; to provide for its current and necessary ex- penses by an assessment upon its members, payable annually or otherwise, and in case of default in the amount needed to defray its necessary expenses, to impose a special tax for the purpose ; to affiliate Sir Knights created in other Commanderies ; to grant dimits to its members, which may be done without a vote of the Commandery at a Stated Conclave, upon request made in the open Commandery, personally or in writing ; provided his dues shall have been paid and no charges are pending against hirti ; to be rep- resented in the Grand Commandery, and to instruct its representatives therein, and, generally, to transact its business and regulate its private affairs, due re- gard being had for its own laws and those of the Grand Commandery. TERMIXATION OF A WARRANT. The existence of a Commandery may be terminated by surrender of its Warrant, pursuant to a vote of a majority of all its members, duly summoned for the pur- pose, and provided that the minority be less than nine; or by the calling in of the Warrant by the Grand Commandery, after due trial, as a punishment for in- subordination or willful infraction of the laws of the Grand Commandery, or those of the Order in general. Grand Commandery. 15 CONCLAVES. Sec. 17. The Stated Conclaves of a Commandery are fixed by a provision of its By-Laws, but should occur at least monthly, and can only be held in the place designated in the Warrant, and particularly specified by regulation of the Commandery. Special Conclaves may be called by the Com- mander at his discretion, but no business can be transacted save that specified in the summons. At Special Conclaves no petition for the Orders or affilia- tion can be received ; nor can the ballot be spread for Candidates ; nor can the funds of the Commandery be voted away. QUESTIONS DECIDED BY A MAJORITY OF VOTES. At every Conclave all questions shall be deter- mined by a majority of votes. In case of a tie, the presiding Officer may give the casting vote. No appeal shall lie to the Commandery from the decision of the Commander. DUTIES OF OFFICERS. Sec. 18. The Commander has it in special charge to see that the By-Laws of his Commandery are duly observed, as well as the Statutes and Regulations of the Grand Commandery ; that accurate records are kept and just accounts rendered ; that regular returns are made to the Grand Commandery, and that the annual dues are promptly paid ; it is his duty to pre- side at all meetings of his Commandery, and he is responsible for the proper conduct of its affairs ; he 1 6 Statutes of the should be present in person, or by proxy, at all meet- ings of the Grand Commandery. The duties of the remaining Officers are such as are traditionally appropriate to their several stations, or as may be more 'specially set forth in regulations and by-laws to that effect. MEMBERS OF A COMMANDERY. Sec. 19. The members of a Commandery are all Sir Knights who may be created therein, or who may affiliate therewith. In either case unanimous consent is necessary to the completion of the act of member- ship. Membership may be terminated : By voluntary dimission or by expulsion, after due trial, and a vote of the majority of the members present when the vote is taken ; membership is suspended by the fact of a Sir Knight uniting in the formation of a Commandery under Dispensation, and dissolved by the granting of a Warrant to the new Commandery, unless the mem- ber give notice in writing, or personally in open Com- mandery, at or before the surrender of the Dispensa- tion, of his intention to resume his former membership. MEMBERSHIP IN ONE COMMANDERY. A Sir Knight can be in active membership in but one Commandery at the same time. HONORARY MEMBERSHIP. Honorary membership confers no positive rights, and is but the expression of a compliment by the Sir Knights. Any Sir Knight may, therefore, hold honor- ary membership in as many Commanderies as choose to confer that distinction upon him. Grand Commandery. 17 RIGHT TO VOTE. It is the right of every member of a Commandery to be present at its Conclaves, and to vote on all questions before it. OUGHT TO BELONG TO COMMANDERY. Every Sir Knight ought to belong to a Com- mandery, and assist by his presence and contribu- tions in maintaining its dignity and promoting its prosperity. ELIGIBILITY TO OFFICE. Every member in good standing is eligible to any office in the gift of the Commandery, unless the By- Laws Otherwise specially provide. DISCIPLINE. Sec. 20. Violations of the law of God, the law of the land, the laws of morality ; willful violations of the Statutes and Regulations of the Grand Commandery or the By-Laws of a Subordinate, are offences against this Order, and subject the offender, after due trial, to such punishment as the degree of his offence may warrant. GRADE OF PUNISHMENT. In case of conviction, a majority vote will assess the punishment of any grade. The grades of punishment are : First, reprimand ; second, definite suspension ; third, expulsion. Suspension terminates by its own limitation, and no act of the Commandery is necessary to the complete 1 8 Statutes of the restoration of the Sir Knight at the termination of the period fixed by the sentence. RESTORATION ON PETITION. In case of expulsion, the dehnquent Knight may be restored on petition, after due notice to the members, and by a majority vote. Such restoration does not restore him to membership, which can only occur by petition and unanimous vote. RESTORATION ON APPEAL. The Grand Commandery may on appeal or peti- tion, terminate a sentence pronounced by a Subordi- nate Commandery, and when so terminated, in case of expulsion, he is restored to good standing only, and not to membership. When a sentence is reversed for irregularity in the proceedings or insufficient proof, the accused returns at once to the same standing he occupied before charges were preferred against him. DEPRIVED OF MASONIC RIGHT. When a Sir Knight after due process has been deprived of his Ivlasonic right in a Lodge or Chapter, for some offence other than non-payment of dues, he thereby loses his standing as a Templar, and unless his Commandery cause him to be tried for the same offence, and pronounce sentence of its own authority, his reinstatement by the Lodge or Chapter restores him to his previous Templar standing. Grand Commandery. 19 AMENDMENTS. Sec. 21. The Statutes can only be changed or amended every third year from the date of their adop- tion, and then only upon written notice, reducing to form the proposed amendments given at the Annual Conclave preceding that at which the vote is to be taken, and then by the concurrent vote of two -thirds of the members of the Grand Commandery present. RE GUL ATIONS OF THE GRAND COMMANDEPvY. ARTICLE II. OF CANDIDATES. Sec. 22. No Commandery in this Jurisdiction shall confer the Orders upon any one who is not a regular Royal Arch Mason, nor upon any one living within the Jurisdiction of another Commandery, unless the consent of the Commandery nearest the place of residence of the Candidate be first obtained, nor upon sojourners. PENALTY FOR VIOLATION OF JURISDICTION. In the event of the violation of this interdict, the Commandery so offending shall be subject to Knightly discipline, and be required, upon demand, to pay over to the Commandery thus defrauded the amount of fees received for such admission. FREE FROM PHYSICAL DEFECT OR BLEMISH. Sec. 23. Candidates for the Order of Knighthood must be so far free from physical defect or blemish, as in the judgment of the Commandery to be able to receive and impart the necessary instruction of the Ritual. Regulations of the Grand Commandery. 2 1 PETITIONS. Every petition for the Orders of Knighthood shall declare the Lodge and Chapter in which the petitioner received the degrees, and shall state whether he has or has not been previously rejected in a Commandery. It shall also declare that the petitioner is a firm be- liever in the Christian religion. PETITIONS MUST BE SIGNED. No petition can be received unless signed by the applicant in person, giving his full name, residence, and occupation. No petition can be received which is signed by more than one applicant. Each petition must be signed by two vouchers and recommenders who are members of the Commandery to which the petition is presented. PETITION CANNOT BE WITHDRAWN. When a petition is presented to a Commandery, it cannot be withdrawn, unless it shall appear that the Commandery has not jurisdiction over the petitioner. REPORTS MUST NOT BE RECORDED. The character of the report of a Committee of Inquiry, whether favorable or unfavorable, should never be recorded. An unfavorable report does not dispense with the necessity of a ballot, which must be taken in all cases. ACTED ON ONLY AT STATED CONCLAVES. Petitions can be received and acted on only at Stated Conclaves. 2 2 Regulations of the No ballot can be had upon a petition until after it has been referred to a committee of three members of the Commandery and that committee has reported. PETITION CANNOT BE BALLOTED ON IN LESS THAN FOUR WEEKS. A petition cannot be balloted on until at least four weeks after it has been presented to the Commandery. THE BALLOT. Sec. 24. When a Commandery is about to ballot for a Candidate, every member present is required to vote, unless excused by vote of the Commander)^, and there must be an unanimous vote to elect a Candidate. BALLOT BEGUN ?IUST BE COMPLETED. Sec. 25. The ballot for a Candidate should follow immediately upon the report of the Committee of In- vestigation, and once begun must be completed. SECOND BALLOT. Sec. 26. Should a negative ballot appear, the Com- mander before announcing the ballot may order a second, if no one participating in the first ballot have left the Asylum, but no more. TIME ON rejected CANDIDATES. Sec. 27. a rejected Candidate cannot again apply until after three months from the time of rejection, and not then in any other Commandery than that in which the rejection occurred, without its consent. A ma- jority vote at a regular Conclave is sufficient to give consent. Grand Commandery. 23 APPLICATION OF REJECTED CANDIDATE. In the case of a rejected applicant who applies at the end of three months after the rejection of his first petition, at least two weeks notice must be given be- fore a new ballot can be had, but it is not necessary to appoint a new committee unless the Commandery so elect. OBJECTION TO CANDIDATE. Sec 28. When a favorable ballot has been declared, it is still competent for any member of a Commandery at any time previous to the actual conferring of the Orders, to interpose an objection to the Candidate, which objection operates as a rejection, unless the objection is withdrawn, and the objector is not obliged to give his reason for his objection. When, however, he thinks fit to announce a reason, it is then in the discretion of the Commandery to decide as to its validity. ON AN UNFAVORABLE CANDIDATE. Sec 29. When an unfavorable result of a ballot is announced, a Sir Knight voting a black ball is not obliged, nor can he be compelled to discover himself, but should he waive his right to secrecy, and declare an unworthy motive, he would be subject to discipline for abuse of the ballot. CALL FOR RECONSIDERATION OF BALLOT. Sec 30. The right to call for the reconsideration of a favorable ballot lies with the Sir Knight desiring 24 Regulations of the it, and not in the discretion of the Commander or Com- mandery. OF THE ORDERS. Sec. 31. The rule of succession in conferring the Orders shall be as follows : i. Kniofht of the Red Cross. 2. Knight Templar. 3. Knight of ^lalta. BEING MAIMED XOT A BAR TO RECEIVING ORDERS. Sec. 32. a Knight of the Red Cross having lost a limb, or being otherwise maimed, is not thereby de- barred from receiving the remaining Orders. fee not less thirtv dollars. Sec. 2>'h- ^o Commandery can create a Knight Templar for a sum less than thirty dollars, to be paid in advance ; and it is hereb)- declared unlawful to donate, directly or indirectly, to the newly-named Knight any portion of the amount paid by him as his fee. MEMBERSHIP IN COMMANDERIES UNDER DISPENSATION. Sec. 34." All Dispensations for holding Command- eries expire ten days previous to the time fixed for holding the Annual Conclave of the Grand Com- mandery. It is then incumbent on the members who Avork it to elect whether they will continue in the new Commandery, or return to the one from which they last hailed. An)- Sir Knight desiring to resume his former membership, must give notice in writing to that effect to the new Commandery as well as the old one. Grand Commandery. 25 DUTIES ON EXPIRATION OF DISPENSATION. Sec. 35. On the expiration of a Dispensation, it is the duty of the Recorder to forthwith make out a return of members and Orders conferred and forward the same with the amount of dues accrued, the Dis- pensation, and a copy of the By-Laws to the Grand Recorder, so that the same maj^ reach him not later than the five days before the Annual Conclave. REPRESENTATION. Sec. 36. Every Commandery is entitled to be rep- resented in the Grand Commandery by its Com- mander, Generalissimo, and Captain - General, or either of them, or in the event of their inability to attend, by proxy, who must be a member of the same Commandery as his principal, furnished with a duly authenticated certificate of his appointment. NUMBER OF REPRESENTATIVES. Sec. 2>1- Each Commandery of fifty members, or less, is entitled to three votes in the Grand Com- mandery, and for each additional fifty members, one vote more, the Senior Officer, personally present, to cast the additional votes. ANNUAL DUES MUST BE PAID. Sec. 38. No Commandery is entitled to vote unless its annual dues be paid. HOW COMMANDERY FORFEITS ITS WARRANT. Sec. 39. A Commandery failing to make returns and pay dues for two consecutive years without rea- 26 Regtdations of the sons satisfactory to the Grand Commandery, forfeits its Warrant ; and it is hereby made the duty of the Grand Recorder to report such delinquent ; and in the event of its failure to make reasonable excuse, the Grand Commander shall demand the W^arrant and properties. FEES AND DUES. Sec. 40. The revenue of this Grand Commandery shall be derived from the following; sources : For every Dispensation to form and open a new Commandery, which shall be ac- counted in full for a \^^arrant if after- wards granted ..... $100.00 For every Companion created a Knight Tem- plar in a Commandery in this Jurisdic- tion S2.00 Each Commandery shall pay annually for each of its members .... 50 ENTITLED TO PAY. Sec. 41. The Grand Officers, the Past Grand Mas- ters, and Past Grand Commanders of this Grand Commandery, and one representative from each Subordinate Commandery in the Jurisdiction, shall receive from its funds at each Annual Conclave the regular fare charged by the most direct public con- veyance to and from his residence, and five dollars per day for travel and attendance, allowing not more than one day each way for going and returning ; but no representative of a Commandery shall be entitled to receive pay until the dues of his Commandery are paid. Grand Commandery. 27 ELECTIONS IN COMMANDERIES. Sec. 42. The annual election of officers in the several Subordinate Commanderies in this Jurisdic- tion shall be held at the Stated Conclave next succeed- ing Good Friday, in each year. Every Sir Knight member in good standing of a Commandery is en- titled to one vote at such elections. The vote must be by written ballot, and. the successful candidates must have a majority of all the votes cast. INSTALLATION. Sec. 43. Officers of Subordinate Commanderies must be installed at or before the next Stated Con- clave succeeding that of election, and they cannot be represented by a proxy. Sec. 44. Any actual or Past Commander of a lawful Commandery is competent to install the officers of a Subordinate Commandery. removals. Sec. 45. A Commandery may not remove its place of meeting from the city, town, or village named in its Warrant, nor from one place to another in the same city, town, or village, unless by consent of two-thirds of the members present at a Conclave summoned for the purpose, of which, at least, ten days' notice has been given. Nor shall a removal from one city, town, or village to another be lawful, unless in addition to the vote aforesaid, the approval of the Grand Com- mandery or Grand Commander be obtained. 28 Regtdations of the COLLECTION OF DUES. Sec. 46. Every Commandery has a- right to provide for the collection of dues from its members by a penalty less than suspension, but the process of strik- ing from the roll is hereby forbidden. Sec. 47. Any member of a Commandery refusing or neglecting to pay his dues for one year, shall, after ten days' notice, be subject to suspension by his Com- mandery, such suspension to cease upon payment of the dues to date of restoration. QUORUM. Sec. 4S. No Commandery can be opened unless there be present the Warrant, one of the first three Officers, and at least eight other regular members of the Commandery. UNLAWFUL conclaves. Sec. 49. The Order of Knights Templar being founded on the tenets of the Christian relio-ion and the practice of Christian virtues, recognizes the obli- gation to abstain from labor on the Lord's Da)^ It is, therefore, hereby forbidden all Commanderies in this Jurisdiction to hold Conclaves on Sunday for any other purpose than the burial of the knightly dead. OFFICIAL VISITATIONS. Sec. 50. At or before the close of each Annual Conclave, it shall be the duty of the Grand Com- mander, with the advice of his Council, to divide the Subordinate Commanderies of the Jurisdiction as may Grand Commandery. 29 be most convenient to the residences of the several Grand Officers (except the Grand Treasurer and Grand Recorder) ; and it shall be the duty of the several associate Grand Officers to visit, in the name of the Grand Commandery, at least once in each year, the Commanderies that may be assigned thern, to con- fer with them and give them such wholesome advice and instruction as may appear judicious, and make re- port to the Grand Commander at least five days before the Annual Conclave. But nothing in this section shall be construed as conferring any addi- tional powers upon the Grand Officers, the object of the visitation not being to interfere with the rights and prerogatives of the Subordinate Commanderies, but to promote harmony and good fellowship through- out the bounds of the Jurisdiction. All Officers of the Grand Commandery of this State, and of the Grand Encampment of the United States, when visiting officially any Commandery within this Jurisdiction, shall be received under the Cross of Steel, and conducted to the East. In the opening ceremonies of every Commandery wdthin this Jurisdiction, the Eminent Commander shall also be received under the Cross of Steel. TRIAL AND APPEAL. Sec. 51. Whenever difficulties shall arise between a Commander and his Commandery, or one of its members, or between two Commanderies, or be- tween members of different Commanderies, or be- tween the Grand Commandery and one of its Offi- cers, or a Subordinate Commandery under its Juris- 30 Regulations of the diction, and charges be preferred thereon, such charges must be : 1. Substantially in the form provided by this Grand Commandery ; and, 2. Presented to the Grand Commandery if in ses- sion, or during recess to the Grand Commander. CHARGES MAY BE DISMISSED. Sec. 52. Upon the receipt of such charges, the Grand Commandery or the Grand Commander shall first ascertain whether upon their face they are of such nature as to subject the accused in case of convic- tion, to any grade of punishment known to the Order, and provided by Section 20 of the Statutes. If upon such examination they be found trifling and frivolous, they shall at once be dismissed ; if otherwise, they shall be referred to a Commission, consisting of not more than five, nor less than three Sir Knights in regular standing, to hear, tr}-, and determine the same, and their finding shall be con- clusive, unless reversed upon appeal as hereinafter provided. COMMISSIONS TO BE APPOINTED. Sec. 53. When charges are preferred in a Com- mandery, and upon examination are found of a nature to be tried, it shall be the duty of the Com- mander, for the time being, to appoint not less than three disinterested Sir Knights Commissioners to hear the evidence in the case, and report their conclusions thereon to the Commandery, a majority of the members of which, present when such vote is taken, shall be Grand Commandery. 31 competent to pronounce a verdict, by the adoption, amendment, or rejection of the report made by the Commission, and such verdict shall be final until reversed on appeal. TEN DAYS BEFORE TRIAL. Sec. 54. Charges must be served on the accused at least ten days previous to the trial, and for good cause the Commandery may grant a further reasona- ble delay. SIR KNIGHT ABSENTING HIMSELF. Sec. 55. Where a Sir Knight against whom charges are preferred, absents himself, or conceals his ad- dress so that charges cannot be served upon him personally, it shall be lawful for the Commander to cause a copy of the charges to be sent through the mail to his last known place, of residence or business, and ten days thereafter to proceed with the hearing as though he were personally present. COUNSEL MAY BE APPOINTED. Sec. 56. Sir Knights under charges may be rep- resented by counsel, at any stage of the trial, pro- vided such counsel be a Sir Knight in good stand- ing. COPY OF APPEAL. Sec. 57. After trial and sentence, the party against whom such sentence is pronounced, may within six months thereafter appeal to the Grand Commander or the Grand Commandery, as he may elect, but not to them jointly ; the accused giving notice of inten- 32 Regulations of the tion to appeal, and furnishing to the opposite party a written copy of the grounds of his appeal within twenty days after such sentence. Sec. 58. The Grand Commander is hereby ordered to hear and determine all appeals made to him, pro- vided that no new evidence shall be introduced or heard on such appeal ; that his authority shall onl}'- extend to the ordering of a new trial, and not to the amendment or alteration of the original finding ; that immediately upon the rendering of his decision he shall notify the parties, and forward a copy of his decision in writing, together with all the papers in the case, to the Grand Recorder ; and that such decision shall be conclusive on all parties until the next suc- ceeding Conclave of the Grand Commandery, when a further and final appeal may be had. EXPENSES OF TRIAL. Sec. 59. The strictly necessary expenses of Com- missions for the trial of cases referred to them, shall be paid by the Commandery, or one or all the parties litigant, as the Commissioners may determine, and in the case of individuals be charged and collected as dues. UNIFORM. Sec. 60. The uniform, banners, and equipments of Sir Knights and Commanderies in this Jurisdiction shall be in strict accordance with the Regulations of the Grand Encampment of the United States, adopted in 1862, more particularly set forth in the bill of dress appended to these Regulations. Grand Commandery. 33 AMENDMENTS. Sec. 61. These Regulations may be amended at any Annual Conclave by the concurrent vote of two- thirds of the members of the Grand Commandery present when the vote is taken. RULES OF ORDER, 1. The Grand Commandery shall be convened at ten o'clock (unless otherwise provided by vote) on the first day of the Annual Conclave, and the time for the remaining sessions may be fixed by vote. 2. At the order of the Grand Commander, Officers and Sir Knights shall repair to their respective posts. 3. It is incumbent on all Sir Knights to appear in the uniform of the Order. 4. The Grand Recorder shall call the roll of Offi- cers and Representatives, and the Grand Commander fill all vacancies in the stations hy pro tcm. appointment, the representatives of the senior Commanderies hav- ing the preference. 5. The Grand Commandery shall be opened in Am- ple and Knightly form. 6. The Grand Recorder shall read the minutes of the previous Annual Conclave and all intervening Special Conclaves, unless, on motion, such reading be dispensed with. 7. The Grand Commander shall appoint the fol- lowing Standing Committees, consisting of three mem- bers each : I. On Credentials and Returns; II. On Warrants and Dispensations; III. On Books and Accounts ; IV. On Pay of Representatives ; V. On Appeals and Grievances ; VL On Next Place of Annual Conclave ; Regulations of the Grand Commandery. 35 VII. On Templar Jurisprudence ; VIII. On Correspondence. All of which Committees, save the last two, shall be discharged by the closing of the Grand Commandery. 8. The Grand Commander shall deliver his annual address. 9. The Deputy Grand Commander and other Grand Officers shall report their official acts. 10. No motion or resolution involving the expen- diture of money shall be passed until the same shall have been referred to and reported on by the Commit- tee on Books and Accounts. The report of the Com- mittee on Pay of Representatives is excepted from the application of this rule. 11. No Sir Knight shall speak more than twice to the same question unless by permission. 12. A motion to lay on the table is not debatable. 13. An amendment to an amendment may be entertained, but nothing further. 14. Votes are to be taken by show of hands, except in electing Officers, when written ballots are to be used. 15. A vote by Commanderies when asked for by a member and seconded by the representatives of five Commanderies shall be ordered, but it must be called for before the presiding officer has commenced taking the question. 16. These Rules of Order shall not be suspended except by unanimous consent, but may be amended at any time by a vote of two-thirds of all the members present. 17. The stated meetings of the Grand Encampment of the United States shall occur triennially on the second Tuesday of September, at such time and place as may have been previously designated by the Standing Committee, and approved by the Grand Encampment of the United States. Special Meetings may be called by the Most Emi- nent Grand Master, at his discretion. And it shall be his duty, upon the requisition of the majority of the State Grand Commanderies, to him directed in writing, to call special meetings of the Grand Encampment of the United States. The Grand Officers shall hold their respective offices until their successors shall be duly elected and installed. At the stated meetings of the Grand Encamp- ment of the United States, there shall be reviewed and con- sidered all the official reports of its officers, and of the State Grand and Subordinate Commanderies, under its immediate jurisdiction, for the preceding three years. No business shall be transacted at the called meetings, save that which was specified in the original sum- mons. At every meeting, all questions shall be deter- mined by a majority of votes, the presiding officer being entitled to one vote. In case the vote is equally divided, he has the casting vote. This Grand Encampment being a legislative body, acknowledging no superior, admits an appeal to be taken by any member from the decision of the chair on any question under consideration therein: Provided, however, that such appeal shall not be maintained unless two-thirds of all the members present shall vote therefor. Grand Encampment of Knights Templar. 43 DUTIES OF THE OFFICERS. The Grand Master. Sec. 5. It is the prerogative and duty of the Grand Master, generall)^ to exercise, as occasion may require, all the rights appertaining to his high office, in accordance with the usages of Templar Masonry. And as a part thereof, he shall have a watchful supervision over all the Commanderies, Grand and Subordinate, in the United States, and see that all the constitutional enactments, Rules, and Edicts of the Grand Encampment are duly and promptly observed. And that the Dress, Work, and Discipline of Templar Masonry everywhere are uniform. Among his special duties and prerogatives are the fol- lowing : [To appoint the Prelate and the Grand Captain of the Guard at the triennial meetings of the Grand Encamp- ment]. To manage and control the contingent fund. 44 Constihition of the The Deputy Grand Master. The Deputy Grand Master, in the event of the death, removal, or physical incompetency of his superior, shall act as the Grand Master. At all other times he shall per- form such duties as may be assigned him by the Grand Encampment or the Grand pilaster. The Grand Generalissimo ajid Grand Captain-General. In the absence of their respective superiors, the Grand Generalissimo and Grand Captain-General shall severally act as Grand ^Master, in order, according to rank. At all other times they shall perform such duties as may be assigned them by the Grand Encampment, or such as are traditionally appropriate to their respective stations. The Grajid Treasurer. The Grand Treasurer, unless otherwise directed by the Grand Encampment, shall invest from time to time all such moneys as may come to his hands, belonging to the Grand Encampment, over and above the sum of three hundred dollars, in such way as he may judge most to the interest of the Grand Encampment, but subject to call on thirty days notice. And the same- shall be at his command on the first day of September preceding the triennial meeting of the Grand Encampment. He shall render to the Grand Encampment, at its triennial meetings, a true and perfect account of his doings in this respect, together with an account of all moneys received, the earnings thereon accrued from investments, and the amounts disbursed by him during the vacation. Likewise, a copy of the same to the Grand Master, by the first dav of September preceding the triennial meeting, to the end that the Grand I^Iaster maj' make such suggestions on account thereof as he may- deem necessary. He shall pa}- all drafts drawn upon the contingent fund by the Grand Master. He shall carefully preserve, and render from time to time, as ordered, an inventory of all property belonging to the Grand Encamp- ment entrusted to his keeping. Grand Encampment of Knights Templar. 45 The Grand Recorder. The Grand Recorder shall collect and receive all the revenues of the Grand Encampment, and pay over the amount to the Grand Treasurer whenever it reaches the sum of one hundred dollars. He shall render annually to the Grand Master and to the Grand Treasurer copies of his accounts of all moneys received and expended by him, — naming the sources from which they were received, — bringing up said accounts to the first day of September. Likewise, to the Grand Encampment, triennially, a general account of the same. He shall forward to each newly con- stituted Commandery, immediately upon receiving official notice that a Dispensation has issued, a copy of this Consti- tution, together with whatever Rules and Edicts are in force. He shall report to the Grand Encampment, on the second day of each triennial meeting, the names of those Commanderies working under the immediate jurisdiction of the Grand Encampment which have not complied with the requisition to furnish him with its full triennial historical and financial returns for the use of the Grand Encampment. In the event of the absence of all the four principal offi- cers of the Grand Encampment, the Past Grand Officers, according to rank and seniority of service, shall be empow- ered to preside. The Grand Treasurer and the _ Grand Recorder shall severally give bond and securities, in such form and to such an amount — but not less than double the estimated triennial receipts b}' either — as shall from time to time be determined by the Grand Master, who shall judge and ap- prove the sufficiency of such bonds and securities, and who shall keep and preserve the same. Whenever there shall be three or more Subordi- nate Chartered Commanderies instituted or holden under this Constitution, in any one State, District, or Territory, in which a Grand Encampment has not been heretofore formed, a Grand Commandcry may be formed, after obtain- ing the approval of the Grand Master of the Grand En- campment. Its jurisdiction shall be the territorial limits in which it is holden. Each of the individuals enumerated in this section shall be entitled, when present, to one vote in all the proceed- ings of the State Grand Commandery. No person shall be eligible to any office in a State Grand Commandery unless he shall be at the time a member of some Subordinate Commandery working under the same Grand Commandery. The Grand Commandery of Massachusetts and Rhode Island is recognized as holding jurisdiction over both those States. PROXIES. Sec. 2. Any officer specified in Section i of this Article, save and except Past Commanders, maj' appear and vote by proxy, said proxy being at the time of service a member of the same Subordinate Commandery as his principal, and producing a properly authenticated certificate of his ap- pointment. TITLES. Sec. 3. The title and designation of the Grand Command- er of a State Grand Commandery, is Right Eminent. That of Deputy Grand Commander, Very Eminent. Of the remaining officers of the Grand Commandery, Eminent. MEETINGS. Sec. 4. The stated meetings of a State Grand Command- 50 Cotistitution of the ery sball occur annually, at such time and place as said Grand Commandery in its discretion may direct. Special meetings may be called by the Grand Commander at his discretion. The several Grand Officers shall hold their respective offices until their successors shall be duly elected and installed. At the stated meetings of each Grand Com- mandery there shall be reviewed and considered all the official reports of its officers and of the Subordinate Com- manderies within its jurisdiction for the preceding year. They shall proceed to elect by ballot the several officers of the Grand Commandery : Provided, that the Grand Stand- ard-Bearer, the Grand Sword-Bearer, the Grand VCarder, and the Grand Captain of the Guard, may be elected or appointed, as the Grand Commandery may direct. To adopt such Rules and Edicts, subordinate to the Constitution of the Grand Encampment of the United States, as may be necessary for the good of the Order. To examine the ac- counts of the Grand Treasurer and Grand Recorder. To supervise the state and condition of the finances, and adopt such measures in relation thereto as ma}' be necessary to increase, secure, and preserve the same, and also to insure the utmost punctuahty on the part of every accounting officer in the safe keeping and paying over the funds and property of the Grand Commandery. To grant or with- hold Dispensations and Charters for all new Commanderies. For good cause, to revoke any pre-existing Charter or Dis- pensation. To assign the limits of Subordinate Command- eries within its own jurisdiction, and settle all controversies that may arise between them. And finally, to consider and do all matters and things appertaining to the good, well-being, and perpetuation of Templar Masonry, but always subordinate to the Grand Encampment of the United States. No business shall be ti"ansacted at the called meetings save that which was speci- fied in the original summons. At ever}- meeting, all ques- tions shall be determined by a majority of votes, the pre- siding officer, for the lime being, being entitled to one vote. In case the votes are equally divided, he shall also give the casting vote. No appeal shall lie to the Grand Command- ery from the decision of the Grand Commander. Grand Encampment of Knights Templar. 5 1 DUTIES OF THE OFFICERS. The Grand Commander. Sec. 5. TheGrandCommanderof a State Grand Cominand- ery shall have a watchful supervision over all the Subordi- nate Commanderies under his jurisdiction, and see that all the constitutional enactments, Rules, and Edicts of the Grand Encampment of the United States, and of his own Grand Commandery, are duly and promptly observed. He shall have the power and authority, durinc^ the recess of his Grand Commandery, to grant Letters of Dispensation to a competent number of petitioners — nine or more — residing within his jurisdiction, and possessing the constitutional qualifications, empowering them to form and open a Com- mandery. Such Dispensations to be in force no longer than the next annual meeting of his Grand Commandery. But no Letters of Dispensation for constituting a new Com- mandery shall be issued, save upon the recommendation of the Commandery in the same territorial jurisdiction nearest the place of the new Commandery prayed for. He may call special meetings of his Grand Commandery at his discretion. During the recess of his Grand Commandery, he may suspend from the functions of his office any officer of the Grand or Subordinate Commandery, or arrest the Charter or Dispensation of a Commandery; but in neither case shall such suspension effect the standing in the Order of such (jfficer, or his membership in the Commandery. And he shall report his action in full therein to the next Conclave of the Grand Commandery for its final action. He may visit and preside at any Commandery within the jurisdiction of his Grand Commandery, and give such in- structions and directions as the good of the Order may require, but always adhering to -the Ancient Landmarks. It is his duty, either in person, or by proxy, to attend all meetings of the Grand Encampment of the United States. The Deputy Grand Commander. The Deputy Grand Commander, in the event of the death, removal, or physical incompetency of his superior. 52 Constitution of the shall act as the Grand Commander. At all other times he shall perform such other duties as may be assigned him by the Grand Commander or the Grand Commcindery. It is his duty, either in person or by prox)% to attend all meetings of the Grand Encampment of the United States. Grand Generalissimo and Grand Captain-General. In the absence of their respective superiors, the Grand Generalissimo and Grand Captain-General shall severally act as Grand Commanders, in order, according to rank. At all other times they shall perform such duties as ma}- be assigned them b}' the Grand Commandery, or such as are traditional!}' appropriate to their respective stations. It is their duty, either in person or by pro.xy, to attend all meetings of the Grand Encampment of the United States. The Grand Recorder. The Grand Recorder shall make an annual communication to the Grand Recorder of each ofthe other Grand Command- eries, likewise to the Grand Master and the Grand Recorder of the Grand Encampment of the United States. Said com- munication to embrace the roll of Grand Officers, and such other matters as may conduce to the general good of the Order. He shall forward to the Grand Recorder of the Grand Encampment, on or before the first da}- of August, of each year, the Annual Returns and Dues for his Grand Commandery, as required in the provision of Art. Fourth, Sec I. He shall also regularly transmit lo the Grand Mas- ter and Grand Recorder of the Grand Encampment ofthe United States copies of all the By-Laws and Regulations adopted by his Grand Commandery. The duties of the remaining officers, as well as those above specified, shall be such as are traditionally appropriate to their respective stations, or allotted to them by the Grand Commandery, and corresponding as near as may be to those of the corre- sponding officers of the Grand Encampment ofthe United States. In the event of the absence of all four principal officers of the Grand Commandery, the Past Grand Offi- cers, according to the rank and seniority of service, shall be empowered to preside. Grand Encampment of Knights Templar. 53 ARTICLE THIRD. Of Subordinate Commanderies. HOW CONSTITUTED. Sec. I. Each State Grand Commandery shall have exclu- sive power to constitute new Commanderies within its juris- diction. During the recess of the Grand Commandery, the Grand Commander shall have the power to grant Letters of Dispensation to a competent number of petitioners, nine or more, possessing the constitutional qualifications, and residing within its territorial jurisdiction, empowering them to form and open a Commandery for a term of time not extending beyond the next stated meeting of the Grand Commandery. The Grand Encampment of the United States shall have exclusive power to constitute new Com- manderies within any State, District, or Territory, wherein there is no State Commandery regularly formed under the authority of the Grand Encampment of the United States. During the recess of the Grand Encampment, the Grand Master shall have power to grant Letters of Dispensation to a competent number of petitioners, nine or more, possess- ing the constitutional qualifications, and residing within said unappropriated State, District, or Territory, empower- ing them to iorm and open a Commandery for a term of time not extending beyond the next stated meeting of the Grand Encampment of the United States. A Subordinate Commandery consists of the following members: I. The Commander. II. The Generalissimo. IIL The Captain-General. IV. The Prelate. V. The Senior Warden. VL The Junior Warden. The Commander. The Commander has it in special charge to see that the By-Laws of his Commandery are duly observed, as well as the Constitution, Rules and Edicts of the State Grand Commandery, and of the Grand Encampment of the United States. That accurate records are kept and just accounts rendered. That regular returns are made to the Grand Encampment or Commandeiy, annually, and that the annual dues are promptly paid. He may call special meetings of Grand Encampment of Knights Templar. 55 his Commandery at his discretion. It is his duty, together with the Generalissimo and Captain-General, either in per- son or by proxy, to attend all meetings of his Grand En- campment or Commandery. The Recorder. It shall be the duty of the Recorder of every Subordinate Commandery, working under the immediate jurisdiction of the Grand Encampment of the United States, to report annually to the Grand Recorder of the Grand Encampment of the United States, up to the first day of August, the Roll of his Officers and Members, and the Working Roll of his Commandery; and to accompany the same with the amount of dues to the Grand Encampment of the United States. For failure herein, the Commandery so offending shall be subject to Knightly discipline. In the event of the absence of all the three principal officers of the Command- er)', the Past Commanders, according to rank and seniority of service, shall be empowered to preside. ARTICLE FOURTH. Miscellaneous. FEES, DUES, AND FINANCES. Sec. I. The State Grand Commanderies, in such manner as they may respectively determine, shall annually collect and pay to the Grand Recorder of the Grand Encampment, an amount equal to five cents for each Sir Knight returned as a member of their respective Subordinate Command- eries, at the meeting of the Grand Commandery preceding August the first in each year. This fund, with the Returns of the Grand Command- ery, as required in Article Second, Section 5, Division 4, (i), (2), (3), shall be forwarded to the Grand Recorder of the Grand Encampment on or before the first day of August in each year. The fee for instituting a new Commandery shall not be less than ninety dollars. For every Knight Templar created in any Commandery, holden by Dispensa- tion or Charter, whilst under the immediate jurisdiction of 56 Constitution of the the Grand Encampment of the United States, there shall be paid two dollars into the treasury of the Grand Encamp- ment of the United States. The Grand Recorder of the Grand Encampment of the United States shall receive ten dollars as his fee for each Charter issued, and five dollars for endorsing, under the seal of the Grand Encampment of the United States, the extension of a Dispensation. The State Grand Commanderies, respectively, shall possess au- thority, upon the institution of new Commanderies within their respective jurisdictions. To require from the several Commanderies within their respective jurisdictions, such proportions of the sums received by them for conferring the Orders. Likewise, such sums, in the form of annual dues from their respective members, as may be necessary for supporting the Grand Commandery. No Subordinate Commandery shall confer the Orders of Knighthood for a less sum than twenty dollars. There shall be a Contingent Fund of three hundred dol- lars, placed to the credit of the Most Eminent Grand Mas- ter, on the books of the Grand Treasurer, at the close of each triennial session, out of which the Grand Master shall reimburse himself for his necessary cash expenses in the performance of his constitutional duties, and make a trien- nial report of the same to the Grand Encampment. There shall be appropriated at each triennial session of the Grand Encampment of the United States a sufficient sum to be used by the Grand Recorder to meet the current expenses of the secretariat, of which he shall render an account at the succeeding session. GENERAL REGULATIONS. Royal Arch Masons only eligible to the Orders. Sec. 2. I. No Commandery, Grand or Subordinate, shall confer the Orders of Knighthood upon any one who is not a regular Royal Arch Mason, according to the require- ments of the General Grand Chapter of the United States. Order of Succession. 2. The rule of succession in conferring the Orders of Grand Encampment of Knights Templar. 57 Knighthood shall be as follows : i. The Knight of the Red Cross. 2. Knight Templar [and Knight of Malta]. Commandery to have Dispensation or Charter. 3. Every Commandery working in a State, District, or Territory where there is a Grand Commandery, shall have a Dispensation or Charter from said Grand Commandery. And no Commandery hereafter to be formed or opened in such State, District, or Territory, shall be deemed legal without such Charter or Dispensation. Without Charter, all Templar Communicatiojt Forbidden. 4. All Masonic communication, as a Templar, is inter- dicted between any Commandery working under the gen- eral or special jurisdiction of this Grand Encampment, or any member thereof, and any Commandery or member of such, that may be formed, opened, or holden in such State, District, or Territory, without such Charter or Dispensation. Sojourner not eligible to the Orders. 5. It shall be deemed irregular for any Commandery to confer the Orders of Knighthood, or either of them, upon any sojourner, whose place of residence is within any State, District, or Territory, in which there is a Commandery regularly at work, until the consent of the Commandery having territorial jurisdiction is first obtained. Discipline for Violation of Ride 5. 6. In the event of the violation of this interdict, the Com- mandery so offending shall be subject to Knightly discipline, and be required upon demand, to pay over to the Com- mandery thus defrauded the amount of fees received for such admission. Vow of Office. 7. The officers of every Commandery, Grand and Sub- ordinate, before entering upon the exercise of their respect- 58 Constitution of the ive ofBces, shall take the following obligation, viz. : "I (A. B.), do promise and vow that I will support and maintain the Constitution of the Grand Encampment of Knights Tem- plar of the United States of America." Proxies may Constitute. 8. The Grand Master of this Grand Encampment may issue his proxy to an}' Knight Templar in regular standing, authorizing him to constitute a Subordinate Commandery which has received a Charter ; and any Commandery thus constituted shall be deemed regularly constituted. [It has been the custom under the Regulations, for the Grand blas- ter to appoint a present or Past Grand Officer to constitute a Grand Commandery which has received his Warrant.] AMENDMENTS. Sec. 3. The Grand Encampment shall be competent, upon the concurrence of three-fourths of its members pres- ent at any stated meeting, to revise, amend, and alter this Constitution : Provided, one day's previous notice of such motion to amend be given, and a particular time be set to take the vote thereon. In all other cases, any proposed amendment shall lay over until the next stated meeting of the Grand Encamp- ment, when a concurring vote of two-thirds shall be neces- sary to adopt such alteration, amendment, or revision. RULES OF ORDER. Reading of tlie Minutes. Sec. 4. I. After the ceremony of opening the Grand En- campment, it shall be the duty of the Grand Recoider to read the minutes of the last Triennial Session, unless such reading be dispensed with ; and at the resumption of busi- ness in each successive sitting, the minutes of the preceding one shall also be read. Committee on Credentials. 2. A Committee on Credentials, consisting of three Sir Grand Encampment of Knights Templar. 59 Knights, shall be appointed by the Grand Master, to report at the opening of the next sitting. Reports of Grand Officers. 3. After the report of this committee, the Grand Master, the Deputy Grand Master, the Grand Generalissimo, and the Gi'and Captain-General, will successively read the re- ports of their doings during the preceding three years. These reports shall be referred to the Standing Committee on the Doings of the Grand Officers, who may recommend the apportionment of such parts thereof to special, or to such other of the standing committees, as they may deem necessary. Standing Committees. 4. The Standing Committees shall be : (i.) A Committee on the Doings of the Grand Officers. (2.) A Committee on Finance. (3.) A Committee on Dispensations and New Command- er ies. (4.) A Committee on Unfinished Business. (5.) A Committee on Grievances. (6.) A Committee on Masonic Jurisprudence. (7.) A Committee to designate the place of the next Tri- ennial Meeting. The report of these committees shall be heard in order, except the last one, which shall report on the last day of the meetings of the Grand Encampment. New Business. 5. While the several committees are preparing their re- ports, the new business may be acted upon ; and if any subject is brought forward requiring a reference to any standing or special committee, it shall be so referred forth- with. All committees shall make it a point to report as soon as convenient after their appointment. 6o Constitution of the Grand Encampment, Etc. Speak but Once. 6. No Sir Knight shall be allowed to speak more than once on the same subject, except to explain the meaning of some of his remarks, unless it be by special permission of the Grand Encampment first obtained. Electing Officers. 7. The Grand Encampment shall proceed to the election of officers for the ensuing three years, immediately after the opening of the first sitting, on Thursday following the commencement of the Triennial Meetings. Exemplificatio7i of the Work. 8. It shall be the duty of the Grand Master, at each Tri- ennial Meeting, if time permit, to cause an exemplification of the work appertaining to the Orders of Knighthood to be exhibited before the Grand Encampment ; and also, to correct, officiall}^ all irregularities and discrepancies that exist.
