Bureau de la Statistique, departement de I'agriculture, Ottawa, fevrier 1886. CENSUS OF 1884-5. INTRODUCTION. A Census of the three Provisional Districts of the North-West Territories was taken under authority of the Census Act, assented to on the IstMay, 1885 (48 Vic, Cap. m.) As regards population, &c., it is a statement of facts existing on the 24th day of August, 1885, while all information relating to the Census year is for the twelve months immediately preceding that day. The de jure system was adopted for the enumeration of the population. The enumerating officers consisted of three Commissioners and one Assistant Commissioner whose duties were, generally, to superintend the preliminary arrangements and to instruct the enumerators, severally appointed for each district, there heing 28 enumerators and 4 commissioners or 32 in all. Mr, Lay ton, the Statistical officer, represented the Department and instructed the commissioners on the ground. Each enumerating officer was furnished with a Manual of Instruction and Model Schedule, as a guide in making the entries. The enumeration schedules were five in number, as follows : — Schedule 1 — Nominal return of the living, containing 19 columns for the inser- tion of the answers to the questions on the following subjects : Eesidences, names, sexes, ages, birth places, religions, origins or nationalities, professions, married or widowed, state of education, and, lastly, infirmities, as deaf and dumb, blind and of unsound of mind. Schedule 2 — Public Institutions and Industrial Ustablishments, containing 20 columns, showing the nature of the institution and the number of inmates ; the kind of industrial establishment, capital invested, number of hands employed,. wages paid, the value of raw material and articles manufactured and their value. Schedule 3 — Cultivated Lands, Field Products, containing 26 columns. Schedule 4 — Containing 30 columns relating to Live Stock, Animal Products, Fur bearing Animals and Pelts. RECENSBMENT DE 1884-5. INTRODUCTION. Le Recensement ponr les trois districts provisoires du Nord-Oaest a ete fait sous I'aatorite de r " Acte du Eecensement " sanctionne le ler mai 1885 (48 Vio.^, Chap. III). L'^tat des fails qu'il contient, quant a [% population, se rapporte a la date du 24 aoftt 1885, tandis que tout autre information touchant I'anneo du Eocensemeat est donn^e pour les douze derniers mois qui precedent cette date. Le principe adopte pour le denombrement de la population est celai de ia population de droit. Le personnel employe pour faire le deaombrement se composait de ti-ois com- miseaires et d'un assistant commissaire, dont la mission etait de surveiller les travaux preliminaires et d'instruire les enamerateurs, au nortibre de 28, nommea pour les differents districts j ce qui porte le personnel complet a 32. Mr, Layton, officier de la Statistique, representant le d^partement, se rendit Bur les lieux pour y instruire les commissaires. Le Manuel des instructions et les tableaux-exemples furent distribues anx commissaires et a chaqueenumeratour pour les guider dans le mode de proceder au denombrement. Les tableaux du denombrement sont au nombre de cinq. Le Tableau 1, dSnombrement des vivants, con tenant 19 colonnes destinees a enregistrer les r^ponses anx questions faites par I'enumerateur, sur les snjets snivants : la residence, le nom, le sexe, I'Sge, la religion, le lieu do naissanco, la nationality, la profession, I'etat de mariage, I'instruction, et les infirmites telles que sourds muets, aveugles etalienes. Le Tableau 2, institutions publiques et itablissements industriels, contenant 20 colonnea.dont 4 pour enr6gistrer le nom special ou legal, le genre de I'institution, ainsi que le nombre des personnes internees ; les 16 autres colonnes ont rapport aux etablissements industriels, donnant le nom du proprietaire, le genre de I'etablis- sement, le nombre de personnes employees, le montant du capital place, la valenr- des matieres premiere et la valeur des produits manufactures. xii INTEODUCTION. Schedule 5 — Containing 25 columns, relating to Fisheries, Products of the Forest, Minerals and Prairie Lands, broken up and seeded. These Census schedales were to be, and have been, filled up by the enumera- tors going in person, from house to house, withia the limit of the sub-district or division thereof assigned to him. The columns of Table I headed " Temporary Dwellings " refer to temporary dwellings as vessels, shanties, tents and wigwams. There was only one vessel inhabited on 24uh August, 1885. The words Shanties, Wigwams and Tents are intended to denote the temporary dwellings of the Indian population, on their several reserves, and of the temporary lodges of the wandering or nomadic Indians. Tables II, III and IV, Need no remarks. Table V. Ages of the people are counted from the last birthday and are recorded as they were given. The column headed under one year, therefore, represents a greater or lesser fraction of a year, and those severally headed 1 to 2, 2 to 3, successively, represent the numbers of persons living on the Census day at one year of age last birthday and two years of age last birthday. In this and other tables there is a column headed " not given " and, as may be supposed, is largely composed of Indian population. Table VI to X, Inclusive, require no explanation. Table XI. Occupations of the people are arranged alphabetically. — Occupations somewhat similar to each other are thus necessarily separated one from the other. But it is desirable and necessary to give the occupations followed in each district separately and this is deemed the simplest way of doing it. Persons engaged in more than one occupation are not put down severally to each, but to that which they happened to be following, at the taking of the Census. The numbers specified as following certain trades and industrial pursuits include all engaged in them as laborers and apprentices as well as masters and •assistants. Details in reference to the occupations of the people are farther suppjemented ander the head of Industrial Establishments at Table XIX; but of course there can be no concise agreement between the tw^ ..statements ; the one giving the number of hands employed at the several industries, it may be a week or a month, or a year, the other giving the occupation to which he devotes the principal part INTEODUCTION. xiii Le Tableau 3, contecant 26 colonnes ayant rapport aux terres cultiveea et aux produits des champs. Le Tableau 4, contenant 30 colonnes, donnant le nombre d'animaux vivants et leurs produits, ainsi que la quantite de fourrures et de pelleteries. Le Tableau 5, contenant 25 colonnes ayant trait aux pecheries, aux produits de la forSt et aux produits des mines ; donnant aussi le nombre d'acres de terres de prairie labour^s et ensemences. Les tableaux du Eecensement devaient etre et ont ete, en effet, remplis par les enumeratenrs allant de maieon en maison, chacun dans les limites du sous- district on de la division qui lui a et6 assignee. Les titres en tite des deux premieres colonnes du tableau I, de ce rapport, ont trait aux demeures temporaires telles que navires, chantiers, tentes et ouigouams. Comme oe tableau le demontre, il n'y avait qu'un navire habile, le 24 aoiit 1885. Les mots chantiers, ouigouams et tentes representent les demeures temporaires des populations sauvages sur leurs differentes reserves, aiasi que les loges des tribus nomades. Les Tableaux II, III et IV ne demandent pas d'explication. Dans le Tableau V, on a donne I'Sge, tel qu'il a ete enregistre, annee par annee, et on I'a compte comme se rapportant au dernier anniversaire de la naissance. La colonne en tete de- laquelle se trouvent les mots, moins d'un an represente ainsi une partie plus ou moins grande d'un an, et les autres marquees de 1 a 2, de 2 a 3, etc., representent successivement le nombre de personnes Sgees d'un an au dernier anniversaire de la naissance ou Sgees de deux ans au dernier anniversaire de la naissance, etc. Dans ce tableau comme dans ceux ou elle se trouve, la colonne marquee non donnis se rapporte a la population sauvage. Les Tableaux VI X X ne demandent pas d'explication. Le Tableau XI, les occupations des personnes sont representees alphabetiquement. De ce systeme il resulte que les occupations ayant quelque similitude entre elles, sont neceesaire- ment separees les unes des autres, mais ce genre de claseement a ete adopte comme etant le plus precis et le plus simple pour mentionner les occupations diverses dans ofaaqae district. Aux personnes ayant plus d'une occupation, on a donte celle qu'elles se trouvaient a suivre lors du deaombrement. Le nombre de personnes designees comme exer§ant certain metiers ou pour- suivant certaines industries comprend tons ceux qui y sont engages, tels que les ouvriers et les apprentis, les maltres et leurs aides. 2iv INTEODTJCTION. e= of his time. As regards the female population it must be borne in mind that the -enumeration does not pretend to give the occupations of all, but only as far as they are engaged separately as heads of families, servants, &c. Table XII Is a statement of the component parts of the several classes of occupations given in the preceding Table XI, from which it is abstracted. Table XIII Is a statement of the number of churches belonging to the several denominations and of benevolent and educational establishments. Table XIV. Occupiers of lands and lands occupied. This table needs some little explana- tion. It will be noticed that under the sub-heading " Total occupied ", Alberta shows the largest quantity occupied, but the smallest cultivated ; the explanation is that it is here where the great ranches are situated. Assiniboia comes nearer Aiberta in occupied lands, but in cultivated lands it has about ten times the quantity, the one being the cattle feeding district and the other the wheat growing ■district. TABLEsXVandXVI i?equire no particular explanation. Table XVII. Furs and Pelts. Much difficulty was experienced in collecting the materials for this table, nor is it supposed that they have been reported with absolute accuracy. In other censuses that have been taken, the quantities have always Ijeen obtained from the "hunters," but in this instance that rule was departed from, because of the impossibility of obtaining the information from many of the Indians and then on the other hand we could not be sure that they had not been twice reported, that is, once by the Indians who sold to the traders and again by the traders to whom we were compelled to resort for information. It may be in this way that the thirty six buffalos are reported, they having been killed by resident Indians but outside of either of the provisional districts and reported by residents. Table XVIII. Only one explanation appears necessary to this table. It is with regard to the " Census standard " for measuring Pine, Spruce and other logs. The existing diversities in the mode of measuring these logs in different parts of the Dominion appear to render this necessary in order that comparisons may be made. The standard log is made equal to 100 square superficial feet of lumber or board Bieasure'of one inch thick. Pour ee qui a trait aux occupations des femmes, celles qui sont a la tete d'une familleoft qui sont engag^es en service ou autrement ont seules ete enregistrees. Le Tableau XII, est un etat des elements dont sont composees les classes des occupations, telle que representees a la fin du tableau precedent duquel il est tire. Le Tableau XIII, donne le nombre d'eglises appartenant aux differentes confessions ainsi que le nom- bre des institutions d'education et de biecfaisance. Le Tableau XIV, Occupants de terres et ierres occupies, ce tableau demande quelques explications. On verra par exemple en comparant les totaux, que le district d'Alberta accuse la plus grande quantite d'acres de terre occupes et la plus petite quantite d'acres cultives. Les nombreux ranches situfis dans ce district en sont I'explication, Le district d'Assiniboia vient ensuite avec un nombre moindre en acres occupes, mais avec an nombre dix fois plus considerable en acres cultives ; I'elevage des bestiaux se fait Bur une vaste echelle dans le premier district tandis que la culture des bles se fait tres en grand dans le dernier. Les Tableaux XV et XVI ne demandent aucune explication. Le Tableau XVII, Fourrures ei pelleteries, oe n'est pas sans beaucoup de difficultes que la matiere con- tenue dans ce tableau a pu etve recueillie, et les resultats ne peuvent atteindro qu'une valour approximative. Dans les recensements precedents les quantit6s de fourrures enregistrees ont ete obtenues des chasseurs, mais dans celui-ci la chose devonait presqu'impossible, vu la vaste etendue de territoires que parcourent les chasseurs D'un autre cote, en obtecant ces informations des chasseurs, on s'exposait a les enregistrer deux fois ; d'abord par les chasseurs, ensuite par les traiteurs a qui ces produits sont vendus. C'est pourquoi nous n'avons eu reconrs qu'a ces derniers. Ceci explique peut-Stre comment les 36 Bnffles, tues sans doute en dehors dts districts provisoires, ont ete enregistres comme I'ayant ete dans le district ou reside le traiteur. ^Kvi INTEODUCTION. Table XIX. Needs no speciarexplanation. It was deemed advisable to depart from the ordinary way of enumerating people, io regard of Indians ; the objections to 3uch a course were several, the primary one being the difficulties in regard to languages which was insurmountable ;, I)e8ide8 there is an excellent authority for stating that an attempt to enumerate the Indians in the regular manner would tend to excite them ; that they would not understand the real object and would be sure to attribute it to a wrong and perhaps a mischievous motive, so that the only way was deemed to be to call in the aid of the different agents, who have a record of all Indians receiving supplies and treaty payments from the Government. It may here be remarked that most of these Indians are heathens and many liave several wives, but in the agents' books these are not so classed but, with the exception of one to each Indian, are put down as so many heads of families, some- times with children and are called widows. Some of these squaws have either left or been dispensed with by the Indians after years of cohabitation, sometimes, taking their children and thus making a separate family. We thus found many marked as widows whom we knew were not widows but wives, but neither agent moT any one else could say whose wife.
