The spurious Supreme Councils established at New York and Boston have not addressed themselves to this Grand Orient, soliciting its recognition ; and, if they should do so, they will not be recognized by us, because we could not separate ourselves from the true doctrine by authorizing by our recognition the violation of the Masonic principles which establish the manner in which Supreme Councils must be constituted; which, as you know, need for that the issuance of a consecutive [constitutive] charter expedited by a Supreme Council constitutionally estab- lished. These disorders are, unfortunately, at the present day, general in the world : and it is absolutely indispensable to apply an energetic remedy to such evils. Replying to the question which you propound to us in your letter of date the 30th of November, 1887, and after having duly de- liberated, the Sup.'. Counc. of Belgium directs us to declare to 17 you, that it considers as absolutely irregular and alien to the Ancient and Accepted Scottish Rite, the two Bodies established at New York under the usurped name of Supreme Councils, and which pretend to hold their powers from a Brother of French origin, by the name of Joseph Cerneau. By the terms of the Regulation of our Rite, decreed at Berlin on the 1st of May, 1786, in the Grand Supreme Council of the 33d Degree, insti- tuted by Frederic II, King'' of Prussia, there could only be in North America two Supreme Councils, neither of which has ever been established at New York ; and if the Confederation of the Supreme Councils assembled at Lausanne in September, 1875, 'did extend the number, it nevertheless did not recognize as regu- lar for the United States any other than two Supreme Councils, the one sitting at Boston, for the Northern Jurisdiction, and the other at Charleston for the Southern Jurisdiction of those States. Consequently we consider as absolutely without value the Di- plomas and Patents which emanate from other pretended Masonic authorities of the Ancient and Accepted Scottish Rite in the United States; the bearers of these Diplomas cannot be admitted as visitors in any Body of our obedience ; for us they are aliens to the Rite ; and we recognize as regular Masons of the Rite those only who present themselves furnished with Diplomas or Patents bearing the signature of the Grand Commander Albert Pike, Henry L. Palmer, or Josiah H. Drummond. We adhere so much the more severely to the strict observance of these rules, because Articles 16 and 18, § 4 and 5 of the Treaty of Lausanne make it a strict duty for us, and because ex- perience has taught us, that, outside of the Supreme Councils which are held to be regular, there are unfortunately conferred, for a price in money and without the guarantees which we deem neces- sary, Degrees which are but the caricature of the so respectable Degrees of our Rite.
