The State of Illinois and the cities on the west shore of Lake Michi- gan are usually included in Official Classification Territory, but there are two reasons for including this territory in our definition of West- ern Classification Territory. (1) Shipments moving between Illinois and both Southern and Western Classification territories are gov- erned (with certain exceptions) by the Western Classification. (2) Traffic moving between Illinois and Southern Classification Territory is usually governed by the Western Classification to and from the Ohio River ; while between the territory east of Illinois and the South- east, the Official Classification usually governs to and from the Ohio River. For this reason it simplifies the explanation of the application of the classifications to include Illinois in the Western Classification Territory. Trans-Mississippi Territory includes the part of the United States west of the Missouri River and the Mississippi River south of the mouth of the Missouri and east of the Pacific Coast Territory. Trans-Missouri Territory includes, roughly, that part of the United States north of the southern boundary of Kansas and Colo- rado and between the Missouri River and the western boundary of Trans-Mississippi Territory. The Mississippi River Crossings are shown by a red line connect- ing St. Louis and Dubuque. The Upper Mississippi River Crossings are shown by a double line between Quincy and Dubuque. The Missouri River Crossings are indicated by a red line con- necting Kansas City and Sioux City.
