The Chemung' County Agricultural Society in presentiusr to the piihlicits Premium List for the year 1891 feels that it has offered a list of prizes and regulations that will fully meet the demands of all its patrons. Every effort will be used' to make the show large and at- tractive, and increase its usefulness hy adding new features, extending the old ones, and by fostering and stimulatin]^ a public sentiment which shall induce all classes to take an active interest in its success. Although conducted by a County society, a cordial invitation is extonded--to people jof the surrounding countieo and they are invited 'to assist the people of Chemung in contributing to the success of the exhibition. Competition is unrestricted and there is room for all. The State Fair grounds, where the e:!diibitions are held, are without doubt the finest in the state. This with the low rates of admission and the admirable facil- ities of reaching the grounds by rail, should ensure the at- tendance of all business men and farmers of the Southern tier. Realizing that one of the greatest drawbacks in former years has been the unstable finanqial condition of the society a new scheme has been adopted by vi^hich it will be s^en that all obligations incurred by the Society for the ensuing year are g-uaranteed to be paid. Elsewhere in this catalogue is published a copy of a bond- entered into by several of the most prominent capitalists,, business men. and farmers of Chemung county, by which it is guaranteed that all expenses and premiums of the Fair of 1891 will be paid in full. The fact that such/men as the signers of the 'bond have taken enough personal interest in the welfare of the society as to subjpct themselves to personal liability to ensure a successful exhibition ought of itself to draw a list of entries unequalled iu the history of the society. An unusually fuie list of Special Premiums is presented, offering an opportunity for competition outside of the regu- lar departments. Special attention is also called to the list of races arranged in which there is already promise of en- tries that will show an exhibition of speed never before .seen on the grounds of the society. Other special attractions are beiag arranged, and due notice will be given of them through the public press. The management proposes to make the Chemung County Fair of 1891 the best ever held in this section of the State and with the hearty co-operation of its former patrons it is conMently expected that no disappointment will result. The Premium list is therefore presented at this early day that an interest may be awakened and maintained that will result in a gteat inc:ease in the attendance of exhibitors and vis- itors. RULES AND REGULATIONS. Exhibitors will carefully examine the following in order to understand tlie manner in whicli the Fair is to be conducted, and to prevent mistakes whioli nught otherwise occur. COMPETITION. 1. Competition ia every class is open to all, except that the exhibits shall be made by the owner, some member of his family, or authorized agents. 3. No person will be allowed to compete for a premium in any department in which he or any of his family shall act as judge. FEES AND ADMISSION. 3. The payment of one dollar constitutes any person a mem- ber of the Society for one year, and entitles him or her to admission to the grounds with single or double team, and to make entries for premiums, without further charge, except in the horse department, where an entrance fee of 10 per cent, will be charged as is fully explained under the rules and i-egu- lations governing that department. In all races an entrance fee will be charged of 10 per cent, of the purse offered. Annual membership ticket, $1.00. Single admission ticket, 25 cpnts. Children under 12 years of age admitted free, when accom- panied by their parents or guardians. Single or double team free. 4. Exhibitors will be supplied by the General Superintend- ent with passes for their necessary help. ENTRIES. 5. Entries for premiums can be made at any time previous to the Fair, by letter addressed to the Secretary at Elmii-a, N. Y. , and at the business offlce on the Fair Grounds on the day preceding the first day of the Fair, also at any time prior to 12 o'clock on the first day of the Fair, "WHEN ENTRIES "WILL BE CLOSED, AND ALL EXHIBITS MUST BE UPON THE GROUNDS. 6 RULES AND EEGULATtONS OF THE 6. Entries for exhibition simply, can be made witb the Sec- retary at any time during the Fair, and the Department Su- perintendent will assign them places. But no entries made ' after 13 o'clock of the first day will be entitled to premiums. 7. Persons entering cattle as thoroughbreds must file with the Secretary at the time of entry,, evidence of the purity of blood by Herd Book reference. 8. Exhibitors will confer a great favor upon the officers of the Society, by making their entries before the first day of the Fair. EXHIBITS. 9. All animals or articles must be delivered upon the grounds and put in such places as the Superintendent of the Depart- ment may assign them, and they must be taken charge of again at the close of the Fair. 10. A police fbrce will be kept upon the grounds day and night, and precautions taken to preserve good order and pro- tect exhibits, but the Society will not assume any responsi- bility for losses or accidents that naay occur to animals or articles during the Fair. 11. The Society will furnish hay and straw to exhibits of stock without any dhaxge, and feed and grain at lowest prices. 12. Uniform coops will be furnished for poultry. 13. When horses are entered, which in the judgment of the General Superintendent are not worthy of exhibition, he shall have power to expel them from the grounds. 14. Animals or articles cannot compete in more than one class or division, except for herd, special, family or sweep, stake premiTim. 15. ir'ersons making entries will study with care the Pre- mium List, and have their entries properly made as premiums will only be awarded in the class or division in which animals or articles are entered for competition. 16. Any exhibitor violating or neglecting to comply with any rules of the Society will forfeit entrance fee as well as any premiums awarded. n. All animals must be exhibited in such places and at such times as the General Superintendent shall direct, in accordance with the official program. SUPERINTENDENTS. 18. The General Superintendent will be Chief of Police, and have charge of the grounds and track. 19. Assistant and Department Superintendents will assign exhibitors places and furnish Judges such information and CHEMUNG COUNTY AaEICULTUEAL SOCIETY. 7 assistance as will facilitate their labors ; will furnish the Judges with premitun ribbons and cards, and assist in attach- ing them to prize animajs or articles. 30. The Superintendent will see that Judges are not inter- fered with while in the discharge of their duties. 21. Horse stalls that are unoccupied after all horses that are on exhibition are provided for, may be let by the General Su- perintendent, at 35 cents for horse or team for each day. JUDGES AND AWARDS. 23. Judges are requested to report and have their names entered at the business ofiSce as soon as they arrive and must ^report at the office of the Su/perintendent of the Department in whioh they are to act. Judges should examine the Pre- mium List with particular care. 33. Judges will see that awards are not made to animals or articles whfere there is not sufficient merit to warrant. Be- cause an exhibit is the best on the ground does not, of itself, entitle it to a premium. 24 Judges will be provided with ribbons and cards indicat- ing the first, second and special premiums, and they shall attach the ribbons or cards upon the articles they award prizes, at the place of examination. 25. No person shall act as judge upon any class of articles or animals in which he or she, or any member of his or her fam- ily is a competitor, and any person appointed Judge and de- clining to act, is requested to notify the Secretary. 36. Judges are requested to make their report to the Sec- retary at the business ofS.ce immediately after their awards are made. 37. Premiums awarded, to animals Will be designated by ribbons, to wit : First premium, red ; second. premium, blue. On other articles the premiums will be designaterl by cards. 28. Any person dissatisfied with the avi^ards of the Judges shall have the right of appeal to the Executive Committee, whose decision shall be final. 29. The Committee on Judges will select suitable persons to fiQU all vacancies in the Committees of Judges, and see that the Judges are assigned to their proper departments. 30. The sale or other disposition of intoxicating liquors upon the grounds of the Society is strictly forbidden. 31. All premiums will be paid at the Secretary's office on the grounds after 4 p. m. of the last day of the Fair, AND PARTICULAR ATTENTION IS CALLED TO THE FACT THAT THE FULL PAYMENT OF ALL PREMIUMS IS KULES AND REGULATIONS OF THE guaranteed by a bond, a copy of which is printed elsewhere in this pamphlet. invitation: 33. CLASS I— HORSES. WELLINGTON E. BREESE, Saperintendent. ENTRIES CLOSE AT 12 O'CLOCK OP THE FIRST DAY, AT WHICH TIME ALL ARTICLES MUST BE ON THE GROUNDS, AND IN THEIR PROPER PLACES. For all entries in this class an entrance fee will be cliar2;ed of IQ per cent of the first premium offered. No entry, however, to he less than one dollar. Stalls, hay and straw for bedding will be furnished free. No horse will be allowed a premiitm unless sound, except in case of stallions and brood mares injured by accidents which do not lessen their usefulness. All horses must be shown uncovered, and in such a manner as the judges may i-equire or allow, and if the exhibitors re- fuse to submit to the proper requirements of the judges their animals will be ruled out. Horses entered single must be shown single ; and unless otherwise permitted by the judges, in harness when three years old or over. Certified pedigrees of all animals entered as pure bred, must be shown the judges. The ages of all animals shall be computed to the first day of January, to determine in what division or class they shall be entered. The judges on matched or single carriage horses, or mares, will consider the age, form, size, color, strength, walk, style, action, power of endurance, together with a fair rate of speed, as points to be noted in making their decision— super- ior speed not being the test of merit in this class. WHEREAS, The Chemnua Oonnty Agricnltnral Society has at varioas times heretofore hem nnnble to meet its obligations and has been unable to pay, at times, more than a percentage of its premi- ums and expenses, we, the undersigned, depiring to pl»ce the society upon a solid finaucial basis ; to ensure the payment of its obliga- tions for the ensoing year and thus stimulate competition and give confidence to its patrons, do hereby bind onrstlves in the sums set opposite our respective names to pay the said respective amounts into the treasury of the said Society upon demand made by said Society through its Board of Managers, at any time after the annual exhibition to be held in the fall of 1891. The conditions of this obligation are as follows : 1. This bond not to be effective unless at least one thousand dollars are hereto subscribed. 2. At the close of the annual exhibition in the fall of 1891, the funds ..f the Society then on hand shall be applied in payment of the premiums and expenses of said Society for the year commencing December 2d, 1890 ; if after such application of the funds as afore- said then on band, there shall be a deficiency, then the sai 1 Board of Managers of said Society are authorized to make an assessment on the subscribers hereto for the amount of said deficieacy, eacn sub- scriber to be assessed not more than the amount subscribed by him and in case the whole amount to be assessed is less than $1000, the amount assessed on each subscriber shall bear such a proportion to the whole amount assessed as his subscription shall bear to the whole amount subscribed. 3. This bond shall in no way apply to the payment of former debts of the Society and no assessment shall be made on the subscribers hereto for the payment of any debt of said Society contracted prior to December 3rd, 1890.
