PREFATORY NOTE The purpose of this volume is to furnish a guide to the economic material contained in the printed reports of administrative officers, legislative committees, and special commissions of the State of Maine and in the messages of the governors to the legis- lature of that state. The present volume will be followed by others, each devoted to a single state. The work when completed will, therefore, furnish an index to the economic material in the reports and governors' messages of all the states of the Union. The index undertakes to deal only with the printed reports of administrative officers, legislative committees, and special commissions of the states and with gover- nors' messages for the period since 1789. It does not refer to constitutions, laws, legislative proceedings or court decisions, except in so far as they happen to be found in the class of documents above mentioned. It attempts, on the other hand, to furnish a list, as complete as possible, of all the documents and messages which fall within its scope, in whatever form they may have been published, whether separately, in collected documents, legislative journals or volumes of laws, and to indicate the volume in which they may be found. Unless otherwise indicated the material indexed is in the New York Public Library. In some cases reference is made to reports and messages prior to 1789, and to publications other than public documents which it was felt would be helpful to those likely to use the index. Although these have been included no claim to completeness is made except in the case of the documents and messages since 1789. In addition to furnishing a list of reports and messages, the index undertakes to supply a reference by volume and page to all material of economic importance which they contain, with the exception of that contained in the reports of bureaus of labor. The reason for this exception is that these reports have already been indexed by Carroll D. Wright, late United States Commissioner of Labor, 1 in a volume published by his department in 1902. Although the index is confined to matter of economic importance the term " economic " has been given a broad interpretation and it is believed that the index will constitute a useful addition to the resources of students of almost any aspect of American history. It will be seen that the present index differs both in scope and character from R. R. Bowker's " State Publications," the valuable pioneer work in this field. It is narrower in scope than " State Publications " which aims to present a list not only of reports and governors' messages but of all state documents; but in the field which the present work covers it contains not only a more complete list of documents than has 1 Index of all reports issued by bureaus of labor statistics in the U. Each volume is divided into two parts. Part I contains references to general sources of information and descriptive matter arranged according to the character of the publication. Part II contains references to particular series of reports, and par- ticular topics, arranged alphabetically. The references under each topic are divided into two groups, viz., " serial " and " non-serial." Within each of these divisions the arrangement is chronological. Anyone desiring information on any particular topic will, therefore, look for that topic in its alphabetical order in Part II. Numerous cross-references will, it is hoped, make it possible to discover with little difficulty all the material bearing on that topic. Uniform entry words for subjects recurring in different states will be retained throughout the series. It will thus be possible to make a study not only of the historical development of an economic subject as reflected in the documents of an individual state but also to make a comparative study of that development as it has taken place in the country at large. To accomplish this purpose it has been necessary to make the selec- tion of entry words without reference to the peculiarities of local usage, such peculi- arities being recognized in the case of each state by cross-references. The abbreviations employed are believed to be sufficiently obvious to make a table of them unnecessary. Unless otherwise stated the size of the books is octavo. There still exists some vagueness concerning the early printing of the official publi- cations of Maine, more particularly concerning that done during the time when Portland was the seat of government, viz., from 1820 to 1831. That no annual reports were pub- lished prior to 1822 there is little room for doubt. All the printing was done under, and specified by legislative resolve. With the exception of those acts providing for the printing of the laws and statutes, and the resolve of March 19, 1821, providing for the printing of the militia act, the only authorized printing was that of the public notices. The governor's message is, by statute, required to be made a part of the Acts and Resolves. A copy, in pamphlet form, of the message for 1820 is in the Harvard Col- lege Library and in the New York Public Library. The act of January 30, 1822, made it the duty of the treasurer annually to lay before the legislature " a printed detailed account of the treasury " (italics compiler's). The earliest printed copy found is that for 1827. In his message of January, 1827, Governor Lincoln says: " The particular facts relative to this subject (i. e. state finances) will appear in the Annual Treasury Report." The report referred to is the report for 1826, and from this matter of course reference to it, it would not be unreasonable to infer that earlier treasury reports were not unknown at that time. A copy of the land agent's reports for 1825 and 1828, respectively, is in the Harvard College Library. A copy of the " Laws in rela- tion to the education of youth," 1826, is in the New York Public Library. The Maine State Library has two bound volumes labeled " Council documents," 1829 and 1830, PREFATORY NOTE respectively, containing those reports customarily bound in the collected documents of the states. These are the only two years for which the documents were collected during the time in which Portland served as the seat of government. Soon after the removal to Augusta, provision was made for collecting the docu- ments, and it is an open question whether the documents for 1829 and 1830 were not brought together under the impulse of this act rather than during the years for which they are dated. Leaving aside, then, the governor's message of 1820 and the militia act of 1821, the only report for the period before 1827 which up to this time has been found, in pamphlet form, is the land agent's report for 1825. After 1827 and to the year of removal, there have been found, of the regular reports, the treasurer's reports beginning 1827, the prison reports beginning 1829, and the bank abstract, beginning 1829. Almost without exception, it is found that the reports for the years 1830 and 1831 have dis- appeared. It was deemed to be without the province of this analysis to discover just what bearing the long political struggle in Maine between federalists and republicans, during these years, had on the non-appearance or the disappearance of the documents of this time. In 1832 the seat of government was removed from Portland to Augusta. Early in the year 1833 the legislature passed a resolve ordering the clerk of the House to retain twenty copies of every document printed by order of either branch of the legislature, and at the end of the session to cause the same to be bound for the use of the legislature. The first volume under this resolve appeared in 1833, and con- tains the customary departmental and miscellaneous reports for the year 1832. There is, from this year, no break in the continuity of the collected documents or in that of the departmental reports, save, in the latter case, that occasional lapse found in all files of state documents. Such omissions are noted, in the present compilation, under the several headings where entries of these reports occur. Prefixed to the index for each state will be found a list of the volumes of collected documents and journals of the state. To each volume a serial number has been given, on the same plan and for the same reason which has made the serial number helpful as applied to federal documents.
